OBJECTIVES/PURPOSE (3-4 bullets)

  • Oversee and Assist in Development and Execution of the Plasma Center Network Strategy and Expansion Globally including property development and construction.

  • Manage, Coordinate and Administer the BioLife Capital budget, forecast, spend and approval process for the BioLife network portfolios in the US and Europe.

  • Direct and Oversee the IFM maintenance support for all BioLife Facilities worldwide. This includes contract management and administration, plus renegotiation of contracts as needed.

SCOPE

The Head of Engineering BioLife Global is responsible for the Takeda BioLife Capital Project and Portfolio Investment Program. This encompasses capital approvals and all aspects of reporting to Global Capital Management. Closely connected to the Strategic Portfolio Investments, the Head of Engineering BioLife Global is responsible for all new plasma center construction/redevelopment projects, renovations and other supporting investments across the global network. The Head of Engineering BioLife Global directs, monitors and evaluates the scope definition, design, cost and construction of new, relocated and remodeled plasma centers and facilities as well as a wide variety of projects requiring engineering/technical influence and oversight. In this key role, the incumbent is responsible for establishing and maintaining business processes and staffing to ensure project milestones and requirements are delivered per agreed upon specifications while maintaining compliance and while balancing cost, risk, resources and time commitments.

The role includes establishing, directing and overseeing all maintenance and services support for all BioLife centers and facilities worldwide. This involves working closely with local Takeda leaders as well as Service Provider company management and even sub-contractors.

The incumbent may serve in a leadership capacity on key initiatives; such as, Sustainability or acquisition due diligence and integration.

This position reports to the Vice President of Global Engineering and also works closely with BioLife PPM, Portfolio Management, Finance, Marketing, Quality, Corporate Real Estate, Procurement, EH&S Teams, 3rd Party Vendors and 3rd Party Engineering Firms and Contractors. The Head of Engineering BioLife Global frequently defines and administers contracts to assure complete and accurate delivery of services while protecting Takeda from undue business, ethical and technical risks.

ACCOUNTABILITIES

Maintenance Provider Management (30%)

  • Assist, Monitor, Assess and Oversee the contracted maintenance services for the BioLife Center facilities, labs and other BioLife-owned assets for routine and emergency services.

Plasma Center Construction Management and Delivery (30%)

  • Direct, Monitor, Oversee, Assess the BioLife Center Construction process for new centers.

  • Participate, Contribute, Consult, Direct and Assist the team in the process of selection and development of new BioLife Centers.

Capital Plan Management (25%)

  • Manage, Monitor and Control the BioLife Capital budget within the parameters set by executive management. Make decisions regarding appropriate investment and optimal return on invested capital.

  • Create and Maintain the Asset Replacement Program as a foundational component of the Capital Plan.

Support the Automatic Plasma Dispositioning System (APDS) (5%)

  • Manage and Monitor the APDS plasma sorting line performance to optimize each system for reliable operation. Develop, Assess, Direct and Oversee strategies for improvements and technical updates as needed to assure reliable sorting line operation whether mechanical, automation or network related. This includes interfacing with and representing the network needs with IT counterparts who manage and support the software and systems above the PLC level that process donation data and lab results that are needed to allow the sorting line to accomplish an appropriate sorting function.

BioLife Engineering Team Leadership (10%)

  • Staff and Motivate the team for optimum performance.

  • Train and Develop the Engineering Staff to provide services that exceed the expectations and needs of the organization.

  • Develop the team members for larger future roles. Develop and Maintain a Succession Plan for all key roles.

DIMENSIONS AND ASPECTS

Technical/Functional (Line) Expertise

  • Working knowledge of GMP/GDP requirements in a commercial setting and experience interacting with regulatory authorities and auditors.

  • Techncial skills to Understand, Lead and Coordinate Engineering work and Engineering terminology and methods in order to specify engineering design and construction work.

  • Ability to interpret and analyze statistical data and financial reports, understand and resolve technical difficulties, interfaces with internal engineering/technical experts and external technical representatives, and manage multiple priorities in a fast-paced operational setting.

  • Fully competent computer skills including Microsoft Office, Outlook, data management and reporting, project tracking and reporting and documentation software systems as well as typical corporate systems for Procurement, Expense Reporting, Goalsetting etc.

Leadership

  • Demonstrated ability to manage activities of departments, vendors and suppliers or through highly outsourced entities who exercise full supervision in terms of cost, methods and employees. Previous people management experience; including hiring, performance management, goal setting and assessment, and developing employees.

  • Demonstrated ability to manage change and lead others through times of change and ambiguity without losing focus on maintaining business.

  • Ability to direct and influence in most cases, without direct line management responsibility.

  • Provide leadership and foster an environment of continuous improvement.

Decision-making and Autonomy

  • Freedom to act within the Strategic direction set by management. This includes procurement, expense and operational decisions up to the specified Delegation of Authority policy.

  • Decisions may temprarily impact operations at a particular plasma center; however, decisions are aimed at maintaining center operations with negative impact on operations as a last resort.

  • Incumbent uses continuous improvment (DMAIC) tools to affect proper decisions. Arranges for resources, even from other functions, to bring problem solving resources to bear on a problem.

  • Decisions relating to spend management versus forecast.

  • Informs manager as needed regarding materiel issues.

  • Acts independently to resolve issues; reports progress or resolution after action is taken.

Interaction

  • Strong interpersonal and communication skills including the ability to present technical and financial data to audiences with varying levels of expertise.

  • Interact regularly with vendors and service providers contracted to Takeda

  • Routinely interact with functions and departments in Takeda.

  • Due to the geographically remote nature of BioLife, most interactions are by phone, WebEx or e-mail.

EDUCATION, BEHAVIOURAL COMPETENCIES AND SKILLS:

  • Bachelor's degree and a minimum of ten years of industry related experience or an equivalent combination of education and experience. Prior experience in construction management, engineering, architecture and/or operations is required. Basic architectural and facility construction and maintenance knowledge is essential.

  • Must understand standard engineering/construction formats/procedures for estimating, budgeting, cost analysis, change orders and project close-out. Must have experience with contracting procedures and contract negotiations with 3rd party suppliers and vendors.

  • Must have a working knowledge of commercial mechanical systems, Building Automation Systems, refrigeration systems, equipment automation and Reliability Maintenance principles.

  • Proficient in using and deploying resources planning tools such as MS Word/Excel/PowerPoint Software, etc. Incumbent must be proficient in the Capital Approval Process and Takeda general accounting policies.
