Director, Federal Business Systems Operations

What You'll Do

  • This position reports directly to the Vice President of Finance.

  • Provides oversight of the processes and procedures followed by the owners of the government business systems to ensure compliance with DFARS 252.242-7005.

  • Serves as a subject matter expert on DFARS 252.242-7005 and advises the business regarding government business systems compliance matters, and provides guidance and leadership to the assigned government business systems owners.

  • Accountable, along with the business system owners, for maintaining approval from DCMA for all Ball Aerospace business systems.

  • Leads business system preparation projects including project management, coordination with internal business systems owners and compliance leads, stakeholder communication, regulatory assessment, gap analysis, mock audits and corrective action.

  • Coordinates and manages audit activities between the applicable DCMA/DCAA auditors and the internal business systems owner and compliance leads.

  • Provides thoughtful written responses to DCAA/DCMA audit findings.

  • Coordinates with Internal Audit and/or third party assessment groups on appropriate timing and scope of business systems preparation audits and reviews.

  • Implements guidance, developed in conjunction with the team, on preparation required to attain successful system audits minimizing deficiencies and weaknesses including: preparation of all documentation of policies, processes & systems flows as well as communication and training to affected staff.

  • Establishes and maintains process to ensure owners of government business systems have developed, and successfully follow up on, post audit corrective action plans as needed.

  • Develops a strategy for negotiating with DCMA on appropriate audit closure plans.

  • Monitors changes in government regulations to determine the impact on Ball Aerospace policies, procedures or accounting practices and recommends changes as appropriate to remain in compliance.

  • Develops appropriate practices that balance business risk and compliance to federal regulations. Will require coordination with various functions.

  • Leads strategic finance initiatives as assigned, including representing Ball Aerospace externally in the community.

  • Maintain a regular and predictable work schedule.

  • Establish and maintain effective working relationships within the department, the SBU/SSU and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.

  • Perform other duties as necessary.

What You'll Need

  • BS/BA in a related field plus 15 or more years related experience

  • Each higher-level related degree, i.e., Master's Degree or Ph.D., may substitute for two years of related experience. Two years of related experience may be substituted for each year of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.

  • CPA, CMA or CIA preferred.

  • Strong financial and business acumen.

  • Demonstrated working knowledge of the Federal Acquisition Regulation (FAR) cost principles.

  • Demonstrated working knowledge of the DOD FAR Supplement (DFARS) Business Systems Regulations

  • Demonstrated working knowledge of Cost Accounting Standards (CAS).

  • Experience developing management responses to audit findings and following through on corrective action plans.

  • Ability to think strategically across the business to create efficiencies

  • Demonstrated project management and organizational skills.

  • Excellent verbal and written communication skills.

  • Demonstrated leadership skills focusing on the ability to bring diverse teams together to work collaboratively.

  • Strong people and team-building skills.

Working Conditions

  • Work is performed in an office, clean room, or production environment.

  • Travel and local commute between Ball campuses and other possible non-Ball locations may be required.

Successful applicant for this position must be eligible to obtain a DoD clearance or government customer access to classified/sensitive material. A current DoD clearance is not required to be eligible for this position, however the successful applicant will be required to obtain a DoD clearance or government customer access within a reasonable time after the offer is extended and must be able to maintain the applicable clearance. *US Citizenship is Required. This role reports to the Senior Vice President and the US Federal Program Lead, who is a member of the US Senior leadership team. The SBPM is part of the US Federal leadership team and is responsible for developing and implementing an overall small business program. This includes meeting compliance with applicable rules and regulations, representing Stantec to the small business community, partnering with our clients' small business liaison officers and programs, and expanding Stantec's small business relationship across all business lines. The US SBPM assists in implementing Stantec's US Federal business strategies and objectives, specific to the small business community. As an active partner in Stantec's collaborative model, the SBPM is an outstanding communicator, business developer and works in cooperation with US Federal Account Managers, Business Line Liaisons and other local, regional and business line leadership to identify small business opportunities, develop small business partnerships, including Mentor-Protégé relationships, and participate in relevant US Federal program initiatives. Your Key Responsibilities * Accountable for net revenue growth by developing collaborative partnerships with small businesses to achieve a reasonable return on investment. * Provide guidance and support to Account Managers and Business Lines in identification and pursuit of small business opportunities including providing critical input into teaming, proposals and contracts. * Support US Federal Regulatory Compliance by working with the Federal Contracts Team (FCT) to maintain ongoing compliance with applicable FAR and SBA standards.
