Description:

Job Summary:

The Director of Facilities Management plays a key leadership role in providing strategic oversight of all aspects related to the maintenance, operation, and development of facilities within the UIC Health Sciences Campus-Rockford environment. This includes ensuring that facilities support the organization's mission, are well-maintained, and provide a safe and productive environment for students, faculty, staff, and visitors. The Director of Facilities Management reports to the Regional Dean and is a member of the College of Medicine Rockford senior leadership team.

Job Duties/Responsibilities:

Leadership:

  • Assists in establishing standards and long-term programs to maintain and modernize buildings, structures, services, and grounds.

  • Participate in strategic planning and make policy recommendations.

  • Collaborate closely with university leadership, academic departments, and other stakeholders to understand their needs and priorities and to provide responsive and high-quality facility services.

  • Serves as a member of the UICOMR Senior Leadership Team. Attends all meetings as identified and required by the Dean.

Facilities Management:

  • Oversee the day-to-day operations of UIC's physical plant to ensure the safety, functionality, and attractiveness of campus facilities.

  • Defines the services provided by each department, Physical Plant, and Shipping/Receiving, and works with staff to determine resources needed to carry out assigned tasks and resolve related problems.

  • Oversight for all maintenance and facility-related issues at the Parkview campus and MSLPJ clinic.

  • Oversight for facility remodeling.

  • Oversee and conduct periodic inspections of buildings, grounds, and related equipment to ensure compliance with safety standards, identify maintenance needs, and proactively address potential issues.

  • Assist in establishing standards and short-term and long-term programs for maintaining and modernizing building automation systems (video surveillance and building access, hardware, software), and the support structure necessary for productive, effective, and efficient physical operations.

Budget and Resource Management:

  • Develop and manage the departmental budget, allocate resources effectively, and identify cost savings and efficiency improvement opportunities.

  • Maintain deferred maintenance project list prioritized annually and identify and track funding sources, submit the list to UIC.

Capital Projects:

  • Lead the planning, design, and execution of capital projects, renovations, and new construction initiatives, coordinating with internal stakeholders and external partners as needed.

  • Serve as the liaison between Rockford and UIC regarding all capital construction projects and issues.

Compliance and Regulatory Affairs:

  • Ensure compliance with relevant codes, regulations, and standards governing facility management, environmental health and safety, accessibility, and sustainability.

Team Leadership:

  • Provide leadership, mentorship, and supervision to staff, trades workers, and contractors, fostering a culture of collaboration, innovation, and continuous improvement.

  • Supervisory responsibilities include building mechanic foreman and departmental business manager.

  • Indirect supervision of multi-task unionized maintenance and other functional areas include environmental service, front desk Shipping & Receiving and Mailroom staff.

Emergency Preparedness:

  • Responsible for campus security and member of UIC's Emergency Operations Planning Group (EOPG) Advisory Group. Serves as campus incident commander.

  • Develop and implement emergency preparedness plans and procedures to safeguard UIC's physical assets and respond effectively to crises or disasters.

  • Lead Rockford Campus Incident Response team (CIRT).

Safety Management:

  • Responsible for safety-related issues on campus and liaison with UIC Environmental Health and Safety Office on OSHA/EPA issues. Chairperson for our Rockford campus safety committee.

  • Member of the Biological Resources Committee, Institutional Biosafety Committee, and Radiation Safety Committee.

Qualifications:

Minimum Qualifications

  • Bachelor's degree in such fields as facilities management, business, engineering, or related discipline

  • Seven years of experience in work directly related to the administration and/or management of a facility, of which five years were in a supervisory or administrative capacity.

  • If not already credentialed, completion of FEMA's incident Command System (ICS) training required with six months of hire. Courses include ICS-100, ICS-200, ICS-700 and ICS-800.

  • Proven capability to manage in high-stress situations, effectively deal with emergencies and make sound decisions under pressure.

  • Ability to maintain accessibility and promptly respond to calls, including evenings and weekends, to address emergency situations and coordinate necessary actions while demonstrating readiness to physically attend onsite during crises to oversee and facilitate resolution efforts.

  • Excellent leadership, communication, and interpersonal skills, with the ability to effectively collaborate with diverse stakeholders and lead diverse teams.

  • Demonstrated success in strategic planning, budget management, and resource allocation.

  • Comprehensive understanding of building systems, construction practices, and facility maintenance best practices.

  • Familiarity with regulatory requirements and codes related to facility management, safety, and environmental compliance.

Preferred Qualifications

  • Experience working in a union environment.

  • Experience in emergency preparedness management.

  • Proven ability to identify and implement innovative solutions for improving facility operations, efficiency, and sustainability.

  • Experience integrating technology systems for security, access control, surveillance, and other facility management functions.
