Through staff, plans, directs, and implements Environmental compliance programs and strategy to improve HydroChemPSC's environmental performance through programmatic, high impact implementation of an overall compliance effort in accordance with applicable regulations and HydroChemPSC policies, practices, and procedures.
Oversees Environmental strategy to assist and equip Operations to perform work in an Environmentally compliant manner in accordance with Federal, State, Local regulations as well as HydroChemPSC policies, practices and procedures.
Works with Operations, EHST Professionals and other departments to develop and implement programs and policies which promote sustainable initiatives, measure Environmental activities and improve overall performance.
This position performs nationwide support for air engineering, regulatory analysis and field compliance oversight for HydroChemPSC's various service lines, including Vapor Control, Leak Detection and Repair (LDAR), Tank Cleaning/Reduction Technologies, and Core Services such as Hydroblasting and Vacuum Trucks.
Oversees and improves a full Environmental Activity Management System including establish baseline activities for emissions, water, carbon, etc and creating teams and program to manage and improve upon those metrics.
Oversees the management of HydroChemPSC's regulatory databases across all branches and corporate departments to ensure timely and accurate information. Works to consistently streamline permit and reporting management systems in the most cost efficient manner. Manages the implementation of the Compliance NOW program throughout the corporation including the incident notification, training and regulatory action modules.
Monitors the activities of Regulatory agencies at all government levels issues notifications to Division EHS and operating management.
Promotes Environmental awareness and acceptance through internal, client and community activities with the goal of branding HydroChemPSC as a Green Community Partner Environmental Leader.
Oversees and maintains the relevance, accuracy and integrity of Environmental policies and procedures. Coordinates the authorship and content with the Senior EHST and Operations Leadership.
Interpret state and federal air regulations as it relates to operating portable vapor control equipment across the United States, as well as all equipment affected by the State of California Emissions Regulations, includes equipment from all HydroChemPSC service lines
Draft permit conditions, negotiating and advocating permit conditions that are consistent with operational needs and regulatory requirements
Prepare complete permit applications to minimize review time by the responding air permitting agencies
Perform air permit deconstruct activities to simplify the understanding of air operating permits
Set up any new reporting formats and procedures required by new permit conditions
Work with project engineers and project managers in various levels of the organization to review project specifications, gathering details necessary for completing the air permitting strategy for various projects
Maintains existing ISO14001 and similar certifications and works to achieve additional certifications as needed.
Insure all required regulatory reports such as Tier II, CARB, etc.. reports are completed on time.
Works with local Operations to insure required reports and activies such as SPCCs, SWPPs etc are completed in compliance with local and HCPSC requirements.
Obtain external recognition of HCPSC Environmental efforts through client, state etc recognition and awards. Works to include Environmental considerations into any existing EHST programs such as audits, training, incentives, loss investigations and awareness. At the direction of the HydroChemPSC General Counsel, organizes, deploys and manages the Senior Investigation Team including determination of participants, organization and approach, and final reports and recommendations.

Skills and experience:
5 years of full-time, permanent work experience in environmental compliance with specific experience in obtaining and modifying air permits in the oil refining, petrochemical production, or other related industry. (Experience with the TCEQ, LADEQ, South Coast AQMD and Bay Area BAAQMD districts is a plus)
Well-developed technical and working knowledge of federal, state and local regulations OSHA, RCRA, air, water and TSCA.
Well-developed knowledge of industrial hygiene, health & safety compliance and operational safety procedures sufficient to build unique solutions to problems and inter-relate the environmental, health & safety compliance functions to other jobs within the company.
Well-developed training skills. Well developed in Title V air permits, TCEQ, BAAQMD, SCAQMD, etc
