Compensation: $100,700 - $142,929 (Grade C, 677 Hay Points)

Summary:

The incumbent will be responsible for the system administration, daily oversight of new and ongoing security technology initiatives and operations of the Electronic Security System (ESS) at the MTA Bus Depots. The incumbent will collaborate with project managers, departments, users, law enforcement and vendors to support the design, modification, and implantation of electronic security systems technology to meet MTA Bus needs, identity problems and develop workable solutions that are safe, effective and efficient. This position leads the installation and operations, programming, testing and acceptance of the primary physical security technology, including, but not limited to: Credentialing system, Video, Access Control and Alarm Monitoring Systems in conjunction with project planning efforts. This role will serve as Subject-Matter Expert (SME) regarding software applications for physical and electronic security, CCTV, and related areas for MTA Bus Company.

Responsibilities:

Manage 24/7 Electronic Security Systems Operations, including enduring appropriate and secure access to all the buildings on MTA Bus Property in order to project personnel and assets. Responsible for the programming for MTA Bus ESSS to including, but not limited to entering schedules, creating time zones, ESSS naming conventions and access levels in the access control system, adding alarms, and deactivating lost/stolen cards and performing daily system checks.

Provide expert advice on installations for ESS, construction, and renovation projects on MTA Bus depots. Additionally provide support for the CCTV system, arrange installations, maintenance and repairs of cameras and ESS equipment. May be required to assist in the development of project security requirements, design and determine deliverables and write scopes of work as needed. Assist with the researching, developing, designing, and testing a variety of equipment, components, products, and systems with the goal of optimizing and leveraging security investments.

Evaluate, maintain, audit and test ESS (e.g., access control, digital video, alarms, license plate recognition, security databases, networked security devices) to ensure integrity of information and programming of the systems administrate and log changes as needed.

Develop and provide ESS training for all users of the electronic security system. Design and implement an ongoing ESS training program for all security personnel. Assist with the development and deploying of training materials and programs of all users of electronic security systems. The incumbent will be on call 24X7 and respond to major emergencies and handles ESS issues as necessary.

Serve as the Video Custodian, managing the production, control, archiving and tracking of all video data, internally and externally. Perform video investigations and data retrieval as needed for security, safety, criminal and operational investigations.

Perform other duties and special projects as assigned by the Assistant Chief Officer, Security.

Education and Experience:

A baccalaureate degree from an accredited college or university in Security Administration, Information Systems, or a closely related field and ten (10) years of full-time, paid, related experience, and at least five (5) years of which must have been in a managerial/supervisory/administrative capacity; or

A satisfactory equivalent of education and/or experience.

DESIRED SKILLS:

  • Experience installing, maintaining, administering and supporting, computer hardware and database products such as Oracle and MS-SQL.

  • Proficiency in Microsoft Windows based operating systems and applications, Oracle and other systems and applications such as Crystal reports.

  • Thorough knowledge in analog/IP camera, fiber-optic video and data transmission systems, digital and network video storage and distribution systems, advanced intrusion detection systems, advanced computer networks and related systems, access control systems and other relevant technologies.

  • Lenel Emerald Certified or a satisfactory equivalent of experience with Lenel.

  • Proficiency in Intergraph, Lenel, C-Cure, NICE, or other similar systems, applications, access control, intrusion detection, CCTV and intercom systems.

  • In-depth knowledge of physical security systems, Security Hardware, Locks, Cameras and networked-based equipment. Ability to troubleshoot problems with access control, CCTV alarm system and either make necessary minor repairs or arrange for repairs to be made.

  • Knowledge of security best practices both physical and electronic.

  • Familiarity with installations, troubleshooting and working with security system hardware.

  • Practical experience with digital media management, and the workflow and procedures associated with managing digital video and photo data.

  • Knowledge of digital media lifecycle including capture, formats, and codecs, metadata, color management, file conversion, editing, preservation and dissemination.

  • Experience working with networking concepts: LAN, firewalls, routers, switches, VLANS.

  • Demonstrated ability to work in a complex, unionized operating and administrative environment with a large employee population.

  • Excellent analytical, oral and written communication skills.

  • Ability to interface effectively with senior management, staff and MTA affiliates and external organizations.

  • Ability to respond to any MTA Bus location on a 24/7 bases when required.

  • Ability to work a flexible schedule that may include nights, weekends and holidays.

  • Valid Driver License with no restriction in the State of New York.
