Job Description

In partnership with operations leadership, directs, develops, and oversees the overall safety program for the Region, ensuring the workplace is in compliance with Clean Earth, OSHA, EPA and other state, local or industry specific regulations. Takes an active role in leading the development of safety/operational standards, procedures and policies and champions the implementation of these systems and programs to improve the region's ability to meet or exceeds industry safety/compliance standards. Actively promotes the Clean Earth Commitment to Safety. Provides engineering and technical support to operating personnel to resolve safety issues and to expand that resolution to the entire organization as needed. Provides leadership, direction, and supervision to a team of direct reports (safety managers) assigned to their specific region.

This position reports directly to the Vice President EHS, with a dotted line reporting relationship to the respective regional leadership team.

Duties and Responsibilities:

  • Takes a leadership position in the establishment and development of Company safety management systems and programs. Successfully leads the implementation of these systems and programs within the division where the results show a of reduction of injuries, vehicle incidents and liability claims.

  • The position oversees the development and implementation of behavior based safety practices, conducting root-cause analysis of health and safety incidents and monitors and documents the effectiveness of safety control measures used through the division.

  • Proactively monitors the success of the programs and develops corrective actions or implements remedial plans that drive continuous safety performance improvement.

  • Oversee audits and other safety related activities of the division field safety managers to meet the annual audit goals.

  • Develops, challenges, and leads their regional safety managers to interact with the field leadership to enhance and understand/comply with the company safety policies and industry regulatory compliance. Support their teams as they evaluate compliance through assessments and other means of field evaluation.

  • Proactively monitor and report to the Regional Leadership the status of compliance on major safety programs within the division (Vehicle incidents, employee injuries, CSA, driver qualification, etc.). Consistently evaluating the accuracy and reliability of reported information.

  • Provide technical advice and oversight to field personnel for safety related capital projects in the region to ensure that assets are cost-effectively installed and operate in a fully functional, safe manner to proper standards. Review and approve expenditures for field safety managers.

  • Collectively lead all serious incident investigations with the field leadership. Coordinate investigations with local authorities and other Company representatives as needed. Coordinate and perform emergency response activities as a situation demands.

  • Collaborate with field leadership and peers to develop resolutions to various safety issues and close gaps in the safety program.

  • Lead special assignments or project task teams to further Company safety initiatives and seek out ways to provide support to the safety management and technical support to other regions as required.

  • Coordinate, communicate and provide direction to the field when dealing with federal, state, and local authorities regarding applicable operational standards and related inspections.

  • Recruit, hire, and train new field safety managers to fill vacancies and provide on-going opportunities for continuing education and professional development. Including, coaching for improvement, and taking corrective actions as appropriate.

  • Conduct annual merit reviews and prepare evaluations of FSM performance. Develop key performance objectives that support Company goals and initiatives.

Knowledge, Skills and Abilities:

  • Directs Safety at the divisional level and must be a proven leader that is seen by all levels as a safety expert who will engage and effectively influence the operations teams positively to achieve the company safety goals. Ability to influence direct reports and field leadership remotely and to effectively communicate with the team while in remote locations.

  • Competency in all relevant chemical industry safety codes and federal regulations.

Qualifications

Education and Experience Required:

  • 4 year Degree in safety or a technical discipline required.

  • 10 years + in a Safety related field requiring ability to manage and supervise over a large geographic area.

  • Experience in chemical storage and distribution equipment design, operations and maintenance is preferred and / or highly desirable.

  • Computer skills (Microsoft Office and basic internet) required.

Working conditions:

Divisional Safety Director typically has heavy travel schedule, with exposure to hazardous or caustic chemicals and outside weather conditions, along with vehicles, moving equipment, mechanical parts and flammable materials, vibration and loud noise. The employee will be working in both office and external work environments.
