    A) A minimum of ten (10) years of experience in providing overall architecture, design, development, and maintenance of data warehousing and data mart systems and services for entire enterprises business function;
    B) Experience in working under general direction for mid to senior level management for a minimum of ten (10) years;
    C) Experience working closely with customers from a strategic perspective to identify and maximize opportunities to utilize data marts and/or data warehouse systems to improve business processes, promote the strategic use of information technology, and enable the work force to use technologies as a competitive tool;
    D) A minimum of ten (10) years of experience in providing corporate leadership, vision, and direction for data warehouse systems, in support of the enterprises business objectives and requirements;
    E) Experience in strategic planning, development, implementation and maintenance of large-scale integrated relational database systems.

Each staff member assigned to this project must have a background screening that is equivalent to a Level Two (2) screening standard.

This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.

Staff Qualifications and Performance Criteria
Contractor and/or Contractors Staff shall have the following knowledge, skills, and abilities:

  1. Bachelors or Masters Degree in Computer Science, Information Systems, or other related field, or equivalent work experience;
  2. A minimum of ten (10) years of experience in providing overall architecture, design, development, and maintenance of data warehousing and data mart systems and services for entire enterprises business function;
  3. Experience in working under general direction for mid to senior level management for a minimum of ten (10) years;
  4. Experience working closely with customers from a strategic perspective to identify and maximize opportunities to utilize data marts and/or data warehouse systems to improve business processes, promote the strategic use of information technology, and enable the work force to use technologies as a competitive tool;
  5. A minimum of ten (10) years of experience in providing corporate leadership, vision, and direction for data warehouse systems, in support of the enterprises business objectives and requirements;
  6. Experience in strategic planning, development, implementation and maintenance of large-scale integrated relational database systems.
    All the information technology staff augmentation services to be furnished by the Contractor under this Contract shall meet the professional standard and quality that prevail among information technology professionals in the same discipline and of similar knowledge and skill engaged in related work throughout Florida under the same or similar circumstances. The Contractor shall provide, at its own expense, training necessary for keeping Contractor staff abreast of industry advances and for maintaining proficiency in equipment and systems that are available on the commercial market.

Duties & Responsibilities
Duties may include, but not limited to, facilitation of the CLIENT team to an agreed conclusion of:

  1. Identification of current Grants and Financial Management System (SERA), current vendor-owned Case Management System, and expectations of a System of Record/Data Warehouse;
  2. Development of Project approach and deliverables;
  3. Development of Project roles and staffing for all project roles;
  4. Development of Lessons learned from other states;
  5. Development of Current As-Is process for Grants and Financial Management;
  6. Development of Foundational To-Be Process specifications;
  7. Development of Foundational To-Be Information specifications;
  8. Development of Foundational Security specifications;
  9. Development of Foundational User Experience specifications;
  10. Development of Foundational Architecture of a complete solution;
  11. Determination of solution components that can function and provide value prior to existence of a complete solution;
  12. Identification of any interfaces to any systems external to the complete solution;
  13. Identification of dependencies and recommended sequence to deploy solution components;
  14. Development of To-Be Process specifications with detail sufficient to realize and confirm for selected solution components;
  15. Development of To-Be Information specifications with detail sufficient to realize and confirm for selected solution components;
  16. Transition of Business Architecture specifications to System Development Vendor;
  17. Confirmation of fit of completed solution components to Business Architecture.

Responsible for managing and coordinating quality and patient safety initiatives, Infection Control, and Medical Staff Services in order to support the division strategic plan and goals, and meet HCA quality objectives and standards. In this regard, s/he will have responsibility for facilitating and coordinating activities in: * Clinical excellence and patient safety * Process improvement and outcomes management * Regulatory readiness to include CMS Conditions of Participation, Agency for Healthcare Administration, and The Joint Commission * Knowledge related to Disease Specific Certification. * Core Measures * Infection Control * Medical Staff Office Credentialing Services * Project Management to include annual Patient Safety Program. Coordinates his/her work closely with the Division VP Quality and the Division Chief Medical Officer. Responsible for ensuring facility compliance with The Joint Commission, Centers for Medicare and Medicaid Services (CMS) Conditions of Participation, AHCA, Disease Specific Certifications, and other standards, rules and regulations. Position requires occasional travel as well as temporary placement in hospitals without quality leadership. * Facilitating the growth of division and hospital knowledge regarding quality, clinical performance and related areas, including the dissemination of "best practices" across the division. * Leading division-wide standardization in targeted process improvement initiatives, and evaluating success through pre-established criteria * Supporting facility's response to Serious Patient Adverse Events (SPAE) * Leading proactive patient safety activities to create hospitals that are high reliability organizations, as reflected in reduced errors, elimination of unsafe processes, and increased involvement of staff and physicians toward a culture of safety. * Contributing to the achievement of business and financial goals through optimal division performance in quality and patient safety. * Collaborating with and supporting hospital quality, risk, safety and infection prevention leaders to achieve top ranking in national and state publicly reported data initiatives. * Participating in regular analysis of division quality and risk performance data; planning steps for ongoing improvement. * Working with Division VP Quality to support data analysis, reporting, and outcomes improvement. Contributing to ongoing enhancement of division quality reporting methods and dashboards. * Continuously monitoring and evaluating quality outcomes for patient care across the division, while noting trends, and identifying and prioritizing opportunities to improve. * Assisting with ensuring the data is reported to approved third parties, such as Leapfrog, VON, NHSN, NCDR & STS databases, etc. * Assisting facilities in building a proactive quality department by implementing tracer teams responsible for identifying processes that are non-compliant with Joint Commission, COP, Title 22 and other regulatory requirements. * Facilitating and/or leading clinical process improvement teams as needed to achieve quality improvement goals. * Serving as a regulatory resource regarding state and federal regulations and standards, including but not limited to CMS, Joint Commission, CDC, Professional Practice Acts, and Agency for Health Care Administration. * Staying current with NQF, AHRQ, Leapfrog, IHI and other quality performance initiatives. * Support of the Medical Staff Office personnel through familiarity with the Credentialing Process, hospital Bylaws, and operational understanding of the Centralized Processing process. * Support of Patient Safety Directors through working knowledge of the Serious Event Analysis process. This also includes preparation of PSD staff for presentation to regulatory agencies. * Promoting a culture that is positive, values individual strengths, takes risks, and is committed to optimal patient care, and compliance with standards. * Attending HCA-mandated training and meeting all ethics and compliance standards and requirements.
