Position Summary:

IEM is looking for a Full Time - Director, Critical Infrastructure Programs.

Primary Location:

  • Candidate must live a commutable distance to Guaynabo and Santurce, Puerto Rico.

  • This is an in-office role, and candidates must be willing to commute to the office.

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings.

Essential Functions:

  • Establishes and proactively maintains strong professional relationships and credibility with planning and business executives across a set of assigned federal, state, and local accounts.

  • Positions IEM capabilities to support our state and local customer business objectives and initiatives.

  • Demonstrates a high-level entrepreneurial ability in pursuit and closing of new project awards and customer satisfaction throughout execution.

  • Leverages existing engagements to promote new business resulting in continuous profitable and sustainable revenue growth for IEM.

  • Continuously engages IEM's State and Local Response and Recovery leadership to strategically grow the business.

  • Remains well-informed related to regulatory developments, industry dynamics, and business challenges, and leverages this knowledge to focus on repeat client business.

  • Provides subject matter and operations expertise in FEMA PA program development and implementation.

  • Manages overall client expectations and contributes to a high level of client satisfaction.

  • Leads and/or supports capture teams in pursuit planning; development of win themes; and preparation of compelling proposals, presentations, and marketing materials.

  • Provides guidance and expertise on Federal regulations (44 CFR, Public Assistance Alternative Procedures, Benefit Cost Analysis, Robert T. Stafford Disaster Relief and Emergency Assistance Act, as Amended (Stafford Act), etc.) and translating them into the implementation of projects.

  • Helps refine program procedures and processes for implementation.

  • Provides executive level advisory and consulting services to state and local government agencies in FEMA PA programs, cross-cutting federal requirements, financial management, and documentation requirements.

  • Develops written products and tools for presentations, policies, procedures, program implementation, and design.

  • Be recognized as a FEMA PA policy and program leading expert by providing presentations at seminars, conferences, and business meetings on program and federal requirements.

Minimum Qualifications:

  • Bachelor's degree

  • 5+ years of in-depth and hands-on knowledge of FEMA PA programs, regulations, and implementation required.

  • Minimum 5 years of experience in a leadership position managing FEMA PA projects and staff.

  • Demonstrated ability to work in a highly collaborative environment in professional services.

  • Experience leading multi-discipline delivery teams for state and local clients.

  • Willingness to travel approximately 50% depending on role and project needs.

  • Ability to read, write, and speak English and Spanish.

Preferred Qualifications:

  • 5+ years of experience in a senior leadership position responsible for executing FEMA related programs.

  • Master's degree.

  • Professional licenses and/or certifications (Professional Engineer, Registered Architect, Certified Planner, etc.)
