The COOP Unit manages internal and external continuity planning for New York City, to include City agency outreach, training, exercises, technology coordination, reporting, and program support. With latitude for independent initiative and judgment, the COOP Director will oversee a team of COOP Project Managers (PMs) and Specialists. This team is responsible for coordinating with City agency COOP teams to build and maintain the City's ability to continue operations during emergencies. The Director will be responsible for citywide COOP program administration and key initiatives such as the essential service review. The Director will also work within NYCEM to continuously improve the agency's internal continuity program.

The ideal candidate will have COOP and emergency management experience, project management expertise, the ability to effectively communicate and facilitate, demonstrated experience with stakeholder engagement, and the ability to work in a fast-paced environment.

The COOP Director reports to the Executive Director of Strategic Operations and will conduct the following duties:

  • Manage COOP program administration across City agencies, supporting them in planning, training, and exercising their agency COOP plans and enhancing their COOP programs;

  • Coordinate the citywide account and associated training for the City's emergency mass notification platform;

  • Host an annual COOP Conference for the 40+ City agencies participating in the City's COOP program;

  • Lead NYCEM's internal continuity program, including COOP plan updates, an essential service review, as well as annual COOP exercise development and delivery;

  • Coordinate COOP Unit inputs for grant reporting requirements;

  • Promote and prioritize COOP Unit staff professional development;

  • Help to expand the City's COOP practices through thought leadership;

  • Manage multiple projects independently and provide project management support within specified deadlines;

  • Create polished materials for a variety of audiences, including City executives, focusing on grammar, formatting, and standardization; and

  • Support NYC COOP program elements, strategic initiatives, and special projects.

PLEASE NOTE THE FOLLOWING:

  • The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency

preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

Minimum Qualifications

1 . A four-year high school diploma or its educational equivalent and eight years satisfactory full-time professional experience in one or a combination of the following: emergency management, fire or police services, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made. 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2.A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in one or a combination of the areas listed in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or

3.A master' s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field, and three years of satisfactory full-time professional experience in one or a combination of the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or

4.Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent and the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.

Preferred Skills

PREFERRED SKILLS

  • Experience in governmental or business continuity, including COOP plan development, business process analysis, business impact analysis, and risk assessment

  • Experience in emergency management

  • Experienced manager with ability to lead high-impact projects from start to finish

  • Analytical experience (both qualitative and quantitative)

  • Excellent oral and written communications skills

  • Ability to manage multiple competing priorities in a fast-paced, high stress environment

  • Professional certification in business continuity (e.g., ABCP or CBCP) - Comfortable with public speaking and possessing facilitation skills

  • Experience working with business continuity software

  • Experience working with emergency mass notification tools

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
