DIRECTOR OF PUPIL PERSONNEL SERVICES

QUALIFICATIONS:
- Holds advanced degree(s) in education and possesses substantial experience in special education and related services.
- Valid administrative certification/license in special education or a related service and holds intermediate administrator certification (092).
- Minimum of five years of experience in special education or pupil personnel services, including leadership roles, working collaboratively with students, educators and families.
- Proven expertise in managing special education programs, compliance, and student support services.
- Comprehensive knowledge of state and federal regulations (IDEA, Section 504, ADA, etc.).
- Strong leadership and interpersonal skills with the ability to build relationships across diverse stakeholder groups.
- Excellent organizational, problem-solving, and decision-making abilities.
- Proficiency in data analysis to drive program improvements and monitor outcomes.
- Possesses excellent communication and interpersonal skills, including the ability to navigate sensitive conversations with families and staff.
KEY RESPONSIBILITIES:
Leadership and Program Development
- Develop, oversee, and evaluate all pupil personnel and special education programs, including early learning center, 18-22 transition program and extended school year, to meet district, state, and federal requirements.
- Provide leadership in planning and implementing inclusive practices and evidence-based interventions to support students with diverse needs.
- Establish goals and objectives for department programs aligned with the district's strategic plan.
- Analyze data to evaluate program effectiveness, identify trends, and inform decision-making.
- Use data to develop and implement strategies for continuous improvement of student outcomes.
Compliance and Policy Management
- Ensure district compliance with all state and federal regulations related to special education (IDEA, Section 504) and pupil services.
- Develop and update policies and procedures to maintain legal and regulatory compliance.
- Serve as the district's primary liaison for state and federal audits and program reviews.
Student Support Services
- Oversee the provision of services including special education, counseling, psychological services, health services, and social work.
- Oversee the district's nursing services through the Nursing Supervisor, ensuring that health services meet the needs of students and comply with state regulations.
- Monitor the effectiveness of Individualized Education Plans (IEPs), 504 Plans, and other support plans.
- Advocate for equitable access to programs and resources for all students.
Staff Supervision and Development
- Recruit, train, and supervise department staff, including special education supervisors, special education teachers, related service providers, and pupil personnel professionals, in collaboration with building administrators.
- Provide professional development opportunities to build staff capacity in areas such as universal design, differentiated instruction, behavioral interventions, and compliance.
- Conduct regular performance evaluations and provide constructive feedback to support staff growth.
Budget and Resource Management
- Develop and manage budgets for pupil personnel services and special education programs, ensuring efficient use of resources.
- Secure and allocate grants, funding, and resources to support program initiatives.
- Monitor expenditures to ensure alignment with program goals and compliance standards.
