Blue Cross of Idaho (BCI) has an exciting new opportunity for a seasoned Director to lead a portfolio of business operations, cross-functional process, and efficiency change initiatives. The projects touch areas including cost reduction, performance improvement, quality, productivity, voice of the customer, and other operational initiatives, as well as large scale transformational projects focused on building core business, technology, and industry expertise; helping to deliver world-class business solutions.

The primary responsibility will be to create and implement change management strategies and plans to drive faster adoption, higher utilization and proficiency within processes. These changes strive to involve employees and minimize resistance to change initiatives. This role will establish a culture of continuous improvement within the organization to include business processes, systems and technology, job roles, and organization structures, which will be critical to ensure success. Success will be measured through increased benefit realization, value creation, return on investment, and the achievement of results and outcomes.

A successful candidate will provide expertise to leadership, project teams, and employees at all levels across the organization who are engaged in continuous improvement/lean transformation, problem solving, and process improvement. Provide guidance to executives, senior leaders, and management in fulfilling the role of change sponsor. Ensure consistency of approach and quality across engagements and build capability both internally to the team as well as within the business. Influence adoption of best practices methodologies and a culture of continuous improvement. Support project teams by ensuring change management, risk mitigation, and communication plans are integrated into their project plans.

This position reports to the Chief Operations Officer and is located at the corporate headquarters in Meridian, Idaho. #LI-Onsite

To be considered for this role, you have:

Required Experience: A minimum of 10 years leading enterprise-wide continuous improvement, process, or change initiatives to include:

  • Proven track record of establishing and implementing an end-to-end vision & mission, methodology, tools, training, and communication plans

  • Managing, leading, or facilitating large projects ($500k - $2M+) in a healthcare organization

  • Background as a Practitioner, Teacher/Mentor, or Thought Leader

  • Successful implementation of continuous improvement initiatives

  • Practical application of continuous improvement methodologies such as; Lean, Six Sigma, Agile, etc.

  • Leading project plans to ensure task execution and dependency coordination, and to anticipate and proactively address potential schedule, scope, and resource issues

  • Experience leading teams of business and process improvement analysts

Required Education:

  • Bachelor's Degree (with preference in Healthcare, Engineering, Process Design, Performance Technology, Information Technology/Computer Science or Business Administration); or equivalent work experience (Two years' work experience is equivalent to one year college)

  • Master of Business Administration (MBA) or related field

  • Process Improvement certification (i.e. Six Sigma, Lean, Agile)

  • Change management certification

  • Black Belt certification

  • Project Management Institute Certification

  • Experience in Healthcare and/or Insurance industries

  • Experience with agile development teams and processes

  • Proven experience delivering results in a matrix team environment

  • Identify, track and lead project dependencies, critical path, timeline, milestones, and deliverables. Ensure change management activities are incorporated into project plans

  • Apply a structured methodology and lead change management activities. Apply a change management process and tools to create a strategy to support adoption of the changes required by a project or initiative

  • Use a network of relationships to collect and disseminate information, build support, and secure consensus for desired outcomes

  • Coach and mentor other personnel and leadership across the enterprise

In this role, we will ask you to:

  • Provide leadership, vision, and direction setting for both project team and business partners. Use knowledge of the corporate mission and core strategy as a basis to develop specific objectives and goals for BCI. Act as a key advisor to business partners. Establish contacts, relationships, and a network both inside and outside of the corporation and bring this array of resources to bear on improving project effectiveness. Create an environment that encourages innovation and risk taking, and promotes a diverse work environment through education, training, and professional development opportunities.

  • Make decisions and take independent action on matters directly affecting the strategic goals of BCI. Guide staff in learning and applying useful decision-making approaches, tools, and methodologies. Partner closely with executive sponsors in understanding and creating opportunities and in making timely and impactful decisions.

  • Work with business personnel to effectively design and implement the human side of process change and change management. Coach and mentor others on how to effectively lead change efforts. Be a change agent for continuous improvement within the company.

  • Participate in the review, analysis, and evaluation of ideas, projects, and opportunities to develop new processes, technologies, and business models to increase efficiency and effectiveness of organization.

  • Actively participate in cross-functional groups to solve problems across projects. Establish and use a network of relationships to collect and disseminate information, build support, and secure consensus for desired company goals and objectives. Additionally, project a credible executive image when strategically communicating and planning for change.

  • Use basic knowledge of general financial and accounting principles to understand and communicate how decisions affect the bottom line for projects and the corporation.

  • Ensure open and honest communication between project teams, as well as steering committees. Responsible for handling broad-based, often complex communication for internal or external audiences; creating a forum for ongoing communication within the organization. Promote knowledge of the team's work to gain support for ongoing and future initiatives.

  • Be pro-active in developing and implementing strategies that significantly mitigate (or eliminate) risk for the organization. Additionally, be considered a resource throughout the organization, and have a strong and current awareness of external trends and industry standards.

  • Assess the change impact: Conduct impact analyses, assess change readiness, and identify key business partners.

  • Develop a communication plan for enterprise portfolio of change initiatives: Support the design, development, delivery, and management of communications including plan to manage any anticipated resistance.

  • Identify, track and report project risks and problem areas and facilitate resolution or mitigation plans.

  • Establish department objectives that support organizational goals and produce regular status reports.

  • Prepare an annual operating budget that reflects the forecasted needs of the department and control expenditures to ensure adherence to approved budgets.

  • Ensure effective workflows, enhance system efficiencies, monitor quality performance measures, and confirm appropriate completion of work assignments. Lead change as appropriate.

  • Initiate personnel actions such as hiring, disciplinary, termination and/or salary recommendations.

  • Participate in training, coaching and motivation of employees including career path development. Assess individual employee performance and conduct timely performance appraisals.

  • Promote teamwork, discussion, and cooperation among staff and other departments. Ensure timely communication and sharing of information with team members.

  • Work with staff to resolve work-related issues and concerns. Promote a respectful and diverse workplace.

  • Develop and maintain departmental policies and procedures.

  • Perform other duties as requested by the Chief Operations Officer
