Main Purpose of Job
The Director of Business Operations is an executive position that requires both strategic and operational skills and the ability to manage relationships with executive staff across the agency and across State government. The right candidate will have a strong background in operations optimization and technology, as this role will accelerate transformative business practices and help implement initiatives that leverage technology and metrics-based performance assessments.�
This position is a pivotal leadership role with MDE providing strategic oversight and expert guidance to the Secretary and Deputy Secretary, as well as, key executive staff in the overall direction and management of MDE's core business support services including: Financial Operations (operating and capital budgeting, accounting, and procurement), Human Resources Management, Information Technology, Central Services (fleet management, health and safety, facilities management, mailroom, warehouse and supply services) and other operational support services. These functions support the operations of MDE's 1,000 + employees, located at 6 facilities across Maryland.�
The incumbent in this position will lead and direct staff to develop and implement policies, programs and projects that achieve the Secretaries priorities and the Agency's mission while providing operational excellence and customer service. The position will lead staff to establish performance measures, standard operating procedures, and effective internal controls and will ensure that the Business Operations Administration complies with the principles of continuous improvement and meets or exceeds key performance indices.

MINIMUM QUALIFICATIONS

Education:� �Possession of a bachelor's degree.
Experience: Eight years of executive level experience in coordinating or administering administrative programs or services that may include Budgeting, Accounting, Procurement, Information Technology, Human Resources, and/or Facilities and Operations or related experience.

DESIRED OR PREFERRED QUALIFICATIONS

Successful strategic planning and business management skills.

State, federal, or local experience in government related industry.

Strong organizational communications and leadership skills demonstrated by professional success.

Superior knowledge of multiple operation functions including Budgeting, Accounting, Procurement, Information Technology, Human Resources, and/or Facilities and Operations.�

Strong leadership and management skills, strong communication skills, ability to implement change, motivate staff, and build and maintain relationships with federal, state, and local partners.�

Proven ability to plan and manage operational processes for maximum efficiency and productivity.

Ability to streamline or implement structures that boost efficiency while supporting shifting business demands.

Working knowledge of environmental protection and or state of Maryland regulations and legal guidelines.

Experience in policy analysis; knowledge of performance budgeting concepts.�

Excellent written and verbal communication skills.�

Experience leading expansive, mission-critical projects.�

Superior negotiation skills for both internal and external purposes.�

Strong working knowledge of data analysis and performance metrics.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date)
ANNUAL LEAVE -� ten (10) days of accumulated annual leave per year.

PARENTAL LEAVE - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
