ABA is seeking a Director of BankPac who will serve as the internal process and compliance lead for BankPac investment efforts; primarily interfacing with Political Engagement division teammates, ABA State-Association Alliance stakeholders and ABA's Congressional Relations team to effectively deploy $4M per election cycle.

Key Responsibilities:

  • Implement and enforce BankPac standard operating procedure for investments; identify and vet political investment opportunities for $4M political action committee

  • Daily compliance lead for BankPac, including FEC and LDA reporting, in partnership with outsourcing vendor

  • Responsible for creation and maintenance of BankPac Disbursement Budget and BankPac Engagement Report information

  • Joint responsibility with Manager, BankPac for flawless database of record

  • Support National BankPac Committee

  • Deputize special projects as assigned including candidate vetting in concert with broader political engagement team

Required Skills:

  • 4-year degree

  • 5-7 years of PAC experience, preferably with a trade association

  • Full understanding of campaign finance law and FEC regulations

  • Experience managing outside vendors

  • Ability to juggle multiple personalities and priorities, internal and external customers

  • Strong attention to detail, organizational skills and self-starter

  • Excellent conflict resolution, interpersonal, oral and written communication skills

  • Ability to adapt quickly to changing political environment

  • Ability to work collaboratively in a team

This position will design and implement process management for the department and serve in the department leadership. The Assistant Director for Program Management will also lead various special projects for the department. PRIMARY RESPONSIBILITIES: (Any one position may not include all of the specific duties and responsibilities listed. Examples provide a general summary of the work required and should not be treated as a total and complete list of expected duties to be performed by employees in the classification.) The principal responsibility of the Assistant Director for Program Management will be to design and implement the Data Systems and Analytics department's project management systems. The Assistant Director for Program Management will also perform a wide range of duties assigned by the International Union, including but not limited to the following: * Manage the project management systems of the department, including designing and administering the department's project management software, running project management and planning meetings, and maintaining and project management plan. * Provide project management guidance and oversight for a wide variety of projects in coordination with staff managers. * Design new processes (or optimize existing processes) using principles of efficiency, simplicity, data utilization, and change management. * Prepares the work plan and annual budget proposal for SEIU's information technology strategies and projects. Manages the budget and oversees individual project budgets. * Manages all aspects of vendor relations with the help of the Assistant Director for Data Capacity and the Operations Manager. Budget * Identifies vendors. Conducts RFP processes. Evaluates capabilities of potential vendors. Makes recommendations, and/or chooses appropriate vendor. Negotiates prices and agreements and engages vendors contractually. * Works with vendors to identify scope and project timeline, and manage project through completion. Key relationship holder with primary vendors. * Reviews and approves invoices from vendors for accuracy and monitors the budget throughout the year to prevent overages. * Provides recommendations and solutions to staff to achieve maximum, quality results while maintaining and controlling costs. * Key contact with International officers, SEIU senior staff, communications staff and counterparts in Information Technology on vendor selection and project management. * Take ownership of special projects. * Promote continuous process improvement and innovation. * Coordinate project work with other departments. * Perform other duties as required to support the department and its mission. Contacts:Includes SEIU staff, affiliate staff, local union staff, SEIU field staff, and outside partners. Direction and Decision Making: This position reports to the Director and Deputy Director of Data Systems and Analytics. Works with extreme independence. * Must have demonstrated ability to manage own work and work of others without supervision. * Requires a high level of judgment and ability to take initiative and work independently. * Must use a high level of judgment and discretion in resolving problems within the Communications Department, the Web Services team, and throughout SEIU. * Must maintain the highest level of confidentiality in handling SEIU affairs. * Must be able to work with International and local union elected leaders and senior staff in complex and sometimes politically sensitive situations. * Must be able to act and organize time with extreme independence. * Must be able to handle multiple "priority" projects simultaneously and set and meet deadlines, and ensure that staff team does the same. Education and Experience: Bachelor's degree from an accredited four-year college or university in accounting, computer science or related field; eight or more years of related work experience, including at least two to four years managing staff teams, strategy, planning, and online advocacy, or a combination of education and experience that would provide for the following knowledge, skills and abilities: * Experience with the management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills in projects similar in size and scope. * Proven project management experience, with thorough understanding of project management methodologies, practices, and software, and the ability to manage multiple projects simultaneously. * Experience successfully managing large budgets and multiple vendors is required. * Thorough knowledge of campaign data systems (like NGPVAN, Catalist, etc) as a user and an administrator. * Thorough knowledge of labor unions and their operations. * Strong background of organizational, project management, and time management skills. * Experience working with users and other stakeholders (both technical and non-technical) to collect project requirements. * Experience training and coaching, particularly on technical subjects. * Experience managing relationships with vendors, including designing and evaluating requests for proposals. * Strong analytical skills. * Technical background is helpful. * Ability to communicate effectively, both orally and in writing. * Ability to handle multiple projects simultaneously and independently. * Ability to manage, plan, develop, and lead staff. * A high level of judgment, leadership, and commitment to the goals of SEIU and its leaders. Physical Requirements: Work is generally performed in an office setting. Occasional extended hours and travel required.
