DEPARTMENT SUMMARY: The St. Charles Health System Pharmacy provides a broad range of hospital and outpatient pharmaceutical care services to deliver high quality, effective, safe, reliable, and affordable medication therapy for our patients.

POSITION OVERVIEW: The Pharmacy Services Director provides leadership and direction for all Ambulatory & Outpatient Pharmacy Services across the Health System.

Specific duties include: maintaining standards for professional practice and regulatory compliance as well as overall responsibility for budgeting, staffing, performance, and operations. This position directly manages pharmacy leaders and caregivers.

ESSENTIAL FUNCTIONS AND DUTIES:

In collaboration with the Chief Pharmacy Officer develops and implements annual plan; including goals for service areas. Responsible for deployment of the strategic plan for ambulatory and outpatient pharmacies across the health system.

Assures compliance with all policy, legal and regulatory requirements for pharmacy operations (FDA, DEA, Joint Commission, CMS, Oregon Board of Pharmacy). Oversees implementation of best practices for medication safety and outcomes.

Responsible for the financial performance of outpatient pharmacies and programs including operational budget preparation, implementation, monitoring, and making adjustments as necessary to meet financial goals and objectives.

Responsible for design, implementation, and improvement of physical and process workflows to increase efficiency towards achievement of financial and patient care goals.

Oversees the development and implementation of service-specific policies and procedures that guide and support the provision of evidence based clinical services across the health system.

Monitors and directs controlled substance diversion prevention processes at St. Charles ambulatory and outpatient pharmacies.

Directs pharmacy leaders in each service line; ensuring alignment to achieve standardization of practice, cost efficiencies and high reliability of services.

Collaborates with Nurse, Provider, and other leaders to achieve quality and patient safety outcomes.

Communicates effectively and maintains professional relationships with leaders, caregivers, medical staff, patients, and guests.

Supports and participates in activities that promote professional growth and development.

Creates, inspires, and implements a department culture aligned with St. Charles Health System's vision. Engages teams and empower caregivers to improve their work and increase value to patients.

Hires, leads, and coaches all direct reports; developing and maintaining a high-performance team that meets organizational and department goals.

Monitors and ensures all direct reports are current with compliance and safety requirements. Implements and manages all organizational safety directives and goals.

Provides and oversees team's delivery of customer service in a manner that promotes goodwill, is timely, efficient, and accurate.

Role models two-way communication of the St. Charles Health System mission, vision, values, and strategic plan for the department.

Collaborates with teams to review processes and identify/implement opportunities for improvements, applying Lean concepts and tools.

Supports the vision, mission, and values of the organization in all respects.

Supports Lean principles of continuous improvement with energy and enthusiasm, functioning as a champion of change.

Provides and maintains a safe environment for caregivers, patients, and guests.

May perform additional duties of similar complexity within the organization, as required or assigned.

EDUCATION:

Required: Graduate of an accredited College of Pharmacy.

Preferred: Master's degree in business or related healthcare field.

LICENSURE/CERTIFICATION/REGISTRATION:

Required: Current license or eligibility to be licensed as Pharmacist by Oregon Board of Pharmacy.

Preferred: N/A

EXPERIENCE:

Required: Seven (7) years pharmacy experience.

Two (2) years experience in a management role. Completion of an ASHP accredited PGY-1 residency training or equivalent experience.

PERSONAL PROTECTIVE EQUIPMENT:

Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.

PHYSICAL REQUIREMENTS:

Continually (75% or more): Use of clear and audible speaking voice and the ability to hear normal speech level.

Frequently (50%): Sitting, keyboard operation.

Occasionally (25%): Standing, walking, bending, stooping/kneeling/crouching, climbing stairs, reaching overhead, lifting/carrying/pushing or pulling 1-10 pounds, grasping/squeezing, operation of a motor vehicle, ability to hear whispered speech level.

Never (0%):  Climbing ladder/step-stool, lifting/carrying/pushing or pulling 11-50 pounds.

Exposure to Elemental Factors

Occasionally (25%):  Chemical solution for Laboratory Caregivers.

Rarely (10%): Wet/slippery area.

Never (0%):  Heat, cold, noise, dust, vibration, chemical solution, uneven surface.
