Occupational Summary

The Director of Research Finance Administration provides effective leadership for the Duke Cancer Institute's [DCI] sponsored research portfolio in excess of thirty-six million dollars and a diverse team of over twenty research administration professionals. The position will identify, develop, and implement strategic initiatives to meet the growing needs of the DCI's Clinical Research Teams in financial management and reporting practices, compliance, and the implementation of effective IT tools.

The Director will provide expertise and guidance on research policies, procedures, and sponsor regulations in grants and contract management to a staff of more than twenty who manage the sponsored research portfolios. This position includes interfacing and coordination with the Principal Investigators, clinical research study teams, and the Oncology Clinical Research Unit [OncCRU] primarily through the Assistant Research Practice Managers (ARPMs). The position reports directly to the DCI Senior Director of Finance.

Highlights of Responsibilities

Provide pre and post award oversight of all extramural funding including government and non- government grants, foundation awards, and contracts on behalf of the Institute and its functional groups to assure institutional and sponsor compliance, budgetary appropriateness, and compliance of grant and contract awards to applicable governmental and institutional guidelines.

Develop strategies and standardized business processes to efficiently and effectively manage the Disease Based Research Groups, currently 18 groups, in clinical research activity ensuring proactive and responsive support for DCI's Investigators and their research teams, driving continuous improvement in all aspects of financial management and reporting.

Manage and continually evaluate and analyze data related to the Institute's research portfolio, providing reporting and strategic recommendations to leadership on development, communication, training and implementation of research administration policies, procedures, and protocols.

Manage various working relationships and collaborations with relevant institutional offices [e.g., Office of Research Administration, Duke Office of Clinical Research, Office of Research Contracts, the Office of Sponsored Programs, and the School of Medicine].

Represent the DCI on various institutional committees and workgroups.

Work Performed

Serve as an expert resource to the DCI Research Finance Team and the Clinical Research study teams in areas of financial practices and policies as it relates to the daily operational activities and the management and compliance of sponsored funding in basic science and site-based clinical research to include: financial analysis and reporting, federal regulatory grant compliance, and development of best practices to improve financial management effectiveness. Specifically support the DCI's staff in terms of adherence to University and School of Medicine financial policies and procedures. (Effort 30%)

Serve as DCI Financial leader and expert resource on financial management and oversight of DCI's Shared Resource Cores in basic, translational and clinical activities. (Effort 5%)

Create policies for managing clinical research activity and the development and implementation of standardized business processes of institution-wide policies and practices, to include the flow of funds from site-based clinical research activities, appropriate project invoicing to industry sponsors and account close-out procedures with a strong focus on pre- and post-award management to ensure proper compliance with all federal regulations. (Effort 20%)

Advise and participate on critical implementations impacting the DCI Clinical Research Community, such as the Clinical Research Management System (CRMS) and ClinCard system. Engage the CRU Finance staff and research teams early in the development process to aid in adoption and support of new initiatives. Communicate changes in policies and procedures as they occur to ensure proper messaging of the requirements are known. (Effort 15%)

Support the establishment of institution-wide standards regarding the appropriate assignment and reporting of faculty and staff effort related to site-based clinical research activities. Support departments and the CRU in ensuring they have appropriate systems and procedures to track efforts in the performance of clinical trials. (Effort 10%)

Develop quality data metrics for monitoring adherence to University and SOM policies and procedures. (Effort 10%)

Collaborate with the SOM Implementation team on work associated with the new standards on NIH Close-out and changes to post award processing of governmental awards. Serve as DCI Finance representative to this critical initiative within Duke University by providing expertise in business processes related to basic science and clinical research. (Effort 5%)

Provide presentations and reports of information as needed to DCI Leadership, Faculty lead Investigators over various Disease Based Groups as well as other entity leaders and representatives from the Duke Health System, Clinical Departments, and University. (Effort 5%)

And other work as assigned.

Bachelor's degree in English, communications, science, business or a related field. Advanced degree is highly desirable with demonstration of an understanding and familiarity with a broad range of science or technical subject matter.

Strongly prefer candidates with expertise in clinical research portfolio management with experience in one or more of the following areas: working with and/or developing a clinical trials management system, contracts and negotiating, research patient interactions, billing compliance, financial analysis, financial reporting, and pre- & post-award grants management for a diverse sponsored research portfolio.

Prefer candidates with 10 or more years of experience in a progressively responsible management role in research administration managing large organizations (20+) staff.
