SUMMARY OF DUTIES:

The Director Project Schedule Management & Control plans, directs, manages, and oversees schedule control activities and operations for a large, complex capital construction project or a portfolio. May also supervise cost control activities and staff. Under general direction from the Deputy Chief, Engineering Program Management Office (DCE-PMO), supports attainment of strategic, policy, and/or project-specific goals and outcomes through delivery of project control services, ensuring close alignment between project control staff and project management team(s). Serves as subject matter expert and advisor to Deputy Chief, Engineering Program Management Office on schedule management and control practices, policies, methods, and tools. Assists in development, preparation, and maintenance of department policies, and may lead collaborative efforts with other internal departments to develop continuous process improvements. Monitors and evaluates staff performance and provides feedback, coaching, and/or positive recognition for department personnel and decision-making that may have significant, long-term impact on the organization. Performs additional duties as assigned.

ESSENTIAL FUNCTIONS:

  • Leads development, preparation, and maintenance of department policies and procedures on schedule control, schedule risk management, resource management, and earned value management, incorporating current best practices used in the construction and transportation industries.

  • Leads staff in the development and implementation of KPIs to assess project schedule performance.

  • Ensures integration of scheduling and cost engineering practices and methods, and supports development of cost engineering policies, procedures, and performance metrics.

  • Ensures close coordination between assigned scheduling and/or cost control staff and project management team.

  • Directly or through subordinate level staff, directs, manages, and supervises assigned staff responsible for analyzing, developing, maintaining, controlling, and/or reporting project design and construction CPM schedules and forecasts for a large project / program or portfolio.

  • May supervise, directly or indirectly, project controls staff responsible for cost engineering functions on a large project / program or portfolio, including but not limited to analyses of project cash flow, commitment plans, and funding in accordance with grant and funding contribution agreements.

  • Assures compliance with department change management, scheduling, and/or cost engineering practices and related project-specific requirements.

  • Assures quality and timeliness of recurring and ad-hoc team deliverables, including but not limited to estimates, schedules, forecasts, reports, analyses, and source data.

  • Oversees staff responsible for evaluation of contract change orders and amendments for impact on budget and schedule.

  • Oversees and participates in the development of the Engineering Capital Construction yearly plan, ensuring schedule and cost data integrity and consistency, alignment with 5-year plan, and compliance with internal and external stakeholder requirements.

  • May lead schedule risk evaluation sessions or preconstruction reviews for a major capital construction project / program.

  • May serve as senior scheduler in the planning stage (or early stage) of a major capital construction or engineering project / program.

  • Serves as subject matter expert advisor on construction / engineering schedule management and earned value management tools and techniques to the Deputy Chief Engineer, Program Management Office, and senior leadership. Provide technical subject matter expertise on high profile or high impact claims or disputes. Prepare related analyses, reports, or presentations. Represent Amtrak on related negotiations.

  • Supports or leads efforts to develop and implement initiatives for improvement of business processes and tools, in coordination with other internal departments.

  • Manages consulting contracts and task orders.

  • May represent the Project Controls group to other departments, elected officials and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.

  • Sets goals and targets for assigned staff in support of department and company strategic objectives. Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.

  • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

  • Oversees and participates in the development and administration of the department budget; issues forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.

  • Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.

  • Performs other related duties.

MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Construction Management, Engineering, Science, Business, or a related field. Required education may be substituted for additional relevant experience in excess of the minimum requirements outlined below, on a two-for-one year basis.

  • 11 years experience in construction project scheduling and project controls, at least 5 of which are on highly complex or large (>$500 million) projects.

  • 5 years of direct hands-on experience as a scheduler using Primavera scheduling software to develop and maintain multi-discipline scheduling for large complex projects.

  • 5 years of relevant supervisory-level experience in large complex capital construction project scheduling or cost control.

  • PMP or PMI-SP certification, or the ability to obtain such within 12 months of hire. Any job offer will require obtaining PMI certification within 12 months.

  • Valid Driver's License or ability to utilize an alternative method of transportation when needed to carry out job-related functions.

  • Must have authorization to work in the United States.

PREFERRED QUALIFICATIONS:

  • Master's Degree, or higher, in Science, Engineering, Business, or a related field.

  • Experience leading both cost and schedule controls for large capital construction projects, programs, and/or portfolios.

  • Responsible experience managing implementation of a large capital construction project, or a substantial portion thereof.

  • Capital construction experience in the rail industry.

  • Experience with contract claims defense and avoidance.

  • Experience with data analysis, preferably with Excel and PowerBI

One or more of the following certifications/credentials:

  • Professional Engineer (PE) License

  • Oracle Primavera P6 certification

  • PSP, CEP, EVP, or CCP (AACE)

  • Chartered MRICS

  • EVMP

  • RMP (PMI)

  • CCM

  • Other Six Sigma green belt or black belt training or certification

SUMMARY OF DUTIES: The Director Business Development NEC Commission, National Network and Administration position is responsible for customer relationship management; development of negotiating strategies and positions; building consensus both within and without Amtrak; taking a lead role in negotiations of agreements, contract amendments and other third party contracts; and administration of existing and new contracts and assistance with agreements. This position is responsible for contracts and relationship management for a number of agencies, including but not limited to the New York State Department of Transportation, Metra and Pennsylvania Department of Transportation, as well as serving as the lead interface with the Northeast Corridor Commission (NECC) members and staff regarding the Passenger Rail Infrastructure & Investment Act Section 212 legislation and the NECC Cost Allocation Policy. Areas of responsibility include strategic development and implementation of and policy compliance and modification with the NECC, commuter access agreements for Amtrak-owned assets, for-profit commuter operating agreements, and coordination of engineering and real estate issues related to these partners. This position will also coordinate strategic planning, capital and operational budgeting and other cross-account and global issues of the Infrastructure Access and Investment group ESSENTIAL FUNCTIONS: * Manage relationships with key state and commuter partners, and a federally-chartered Commission; * Coordinate Amtrak activities with the NECC, the four NECC Committees, and their associated Working Groups.
