This position pays between $115,027.00 to $164,324.00 and is based on skills, experience and education of the successful candidate.
The Director Pipelines develops and implements business activities for originating, expanding and optimizing PGS growth strategy. This position has responsibility to execute growth opportunities to areas of the state that are unserved, expand existing gas service to current and new customers, and to integrate PGS's long term system resource requirements with short, medium and long-term customer growth. This includes the full utilization and optimization of PGS's existing asset base, including the current gas pipeline system, upstream transportation capacity and customer relationships. Requires a high degree of collaboration with the PGS Business Development department, as well as each of the 14 division offices, and with Engineering, Operations, Safety, Analytics, Regulatory, Legal and Management.
PRIMARY DUTIES AND RESPONSIBILITIES:
Lead PGS Business Development in the development and implementation of PGS's integrated strategic planning process that considers operational, financial, human resources, and market risks to create short-term and long-term company strategies. Deliverables from the strategic planning process will include executable local, regional and state-wide opportunities to meet business objectives and will be aligned with 5-year and 10-year plans, natural gas supply/demand dynamics, environmental scans, SWOT analyses, and system resource requirements.
Direct analyses, formulate strategy, obtain management approvals and execute gas pipeline contracts to expand and optimize PGS's gas portfolio in support of PGS's strategy. Lead and/or coordinate with PGS Business Development and Marketing & Sales team in the process, including performing the need analyses, obtaining proposals, negotiating with counterparties, seeking and obtaining internal management/Board approvals and executing the necessary pipeline contracts.
Identify and secure viable expansion sites for natural gas development throughout Florida, including expansion of currently served areas and outreach to unserved areas.
Develop and maintain relationships with natural gas interstate and intrastate pipeline companies, as well as other gas competitors such as LDCs and muni/co-op systems. Evaluates opportunities for M&A activities for natural gas assets and systems.
Assist in the development of regulatory strategy in support of business development activities, regulatory filings by PGS, Purchased Gas Adjustment management and in response to federal and state regulatory filings for which PGS is party to or has a business interest in.
Develop department personnel to provide individual growth, backup role support, and succession planning. Fulfill all supervisory responsibilities as required, such as budgeting, measuring performance, scheduling, disciplining, hiring, and promoting.
Required: A Bachelor's degree from an accredited university in the field of business, marketing, engineering, economics, finance, science, math or other technical field.
Preferred: An MBA or Master's degree is preferred.
EXPERIENCE AND QUALIFICATIONS:
Required: A minimum of ten (10) years related experience in commercial, financial or business
planning, regulatory or engineering. Experience must include a minimum of 4 years performing similar duties and responsibilities of this role.
Preferred: Energy industry related experience in commercial, operations, financial or business planning
in a regulated utility environment.
Required: Minimum of five (5) years in a supervisory or leadership role.
Advanced knowledge and experience originating and developing gas transportation agreements and tariffs.
Advanced knowledge of gas transportation industry protocols, business practices, and regulatory constructs.
Analytic, oral, written, interpersonal and negotiating skills.
Knowledge of the interrelationship of commodity prices and impacts on company business.
Preferred: Direct knowledge and experience with Florida based markets, regulators and pipeline suppliers.
