Northrop Grumman Innovation Systems designs, builds and delivers space, defense and aviation-related systems to customers around the world. Our main products include launch vehicles and related propulsion systems; missile products, subsystems and defense electronics; precision weapons, armament systems and ammunition; satellites and associated space components and services; and advanced aerospace structures.

Northrop Grumman is currently seeking a Director of Government Accounting Compliance at our Dulles, VA offices.

Responsibilities:

  • Interprets federal and state and/or international regulations as they apply to products, financial processes, and other processes, practices and procedures.

  • Implements policies and procedures to ensure that these are in compliance with the appropriate statutes and regulations and that regulatory reporting requirements are met.

  • Investigates and resolves compliance problems, questions, or complaints received from other units of the company, customers, government regulatory agencies, etc.

  • May develop and implement programs designed to increase employee awareness and knowledge of compliance policies.

  • May audit and evaluate current policies, procedures, and documentation for compliance with government laws and regulations.

Job Summary & Responsibilities * Provide leadership in supply chain compliance and Supplier Diversity, inclusive of managing the staff. * Leads all supply chain related audits, externally and internally. * Responsible for managing Supply Chain (Procurement) Policies and Procedures to ensure they are maintained and updated based on any changes (internal or external-specifically regulatory). * Interprets and applies company, policies, processes and procedures, business standards and U.S. government regulations, i.e., FAR, DFAR, SOX Compliance. * Identifies potential areas of compliance vulnerability and risk; develops/ implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future. * Ensures compliance, including submitting the required reports, for the Small Business Subcontracting Program. * Advise staff of contract rights and obligations, assess and determine the appropriate T&Cs, including flow-down provisions for all subcontracts. * Review purchase order and subcontract folios to ensure CPSR compliance with company procurement policies and procedures and all government regulations. * Strong knowledge of performing cost/price analysis, Truthful Cost or Pricing Data (formerly known as TINA), Cost Accounting Standards (CAS), Small Business Subcontracting Program/Plan, and Proposal Efforts. * Review of procurement files and all associated support documentation for the purchase of materials, components, supplies and/or services to assure compliance with policies, standard operating procedures, contract requirements, Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation Supplement (DFARS). * Responds to requests and inquiries from the Business Area groups, Group Supply Chain Leads, and others regarding Supply Chain compliance issues; provide information within area of assignment. Preferred Qualifications * Strong understanding of FAR, CAS, TINA and Small Business Subcontracting. * Working knowledge of Deltek CostPoint. * Ability to use appropriate software tools for data mining and research. * Strong writing skills and demonstrated communication skills. * Ability to mentor, motivate and influence staff of varying levels of experience. * Ability to work with the various internal functional groups including procurement, operations, finance, legal, human resources, business development, contracts, estimating, accounts payable and internal audit. Education and Experience * Generally requires a Bachelor's degree from an accredited institution preferably in Business or related field and at least 8 years of federal government contracting experience or equivalent combined experience/degree. * Prior management experience a plus. * Security clearance a plus but not necessary.
