General Purpose:

Delivery Program Mgmt - Outsourcing: Oversees and leads service teams in the delivery of outsourced solutions. Manages technical aspects of the project and is responsible for overseeing vendors and subcontractors. Oversees the delivery of continuous and effective services and ensures project completion within budget and in accordance with contract requirements. Identifies areas where continuous improvement can be applied. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.

The Corporate Technology Offshoring Solutions Manager will be responsible for establishing, delivering and maintaining an engineering, testing and technical operations offshoring solution. The incumbent will evaluate and manage offshored capacity for the Corporate Technology team and demand across multiple lines of business and disciplines. The position will be responsible for setting strategy, financial targets, performance criteria, growth projections, conducting site and vendor evaluations, and working with key internal resources to ensure effective and productive performance of our offshore development centers. This role will work closely with legal, human resources, finance and all Corporate Technology Leadership to drive offshoring objectives and to meet the requirements for those teams using offshoring resources. The Corporate Technology Offshoring Solutions manager will establish program targets, identify critical resources required, and ensure all necessary requirements are in place to ensure success, including environment and staffing required to remotely support Corporate Technology development, testing and technical operations objectives and delivery goals. This position will provide coordination for multiple offshore solutions, including, but not limited to, building out our Corporate Technology Brazil Global Development Center (GDC) as well as third party partners in India. In this role, this position will plan and have direct management responsibilities for GDC site management (either internal team member or third party partner) and will indirectly manage a larger number (180 ) of offshore team members performing software development, software testing and automation and various technical operations functions as directed by US based WEX development teams. The incumbent should have experience establishing and managing offshore operations, understand software development and testing methodologies and tools, have robust planning and financial management acumen, excellent communication and stakeholder management skills, effective people management skills, experience with recruitment and an understanding of policies and procedures pertaining to building and maintaining technical resources.

Essential Duties and Responsibilities:

  • Oversee the build out and maintenance of multiple remote software development and testing resource centers across the globe, with initial focus on Brazil and India.

  • Manage third party relationships in the delivery of offshoring software engineering and testing capabilities including contract management, costs, staffing projections, performance evaluations.

  • Work with US counterparts to identify future resource trends, requirements and projections and build a recruitment plan in conjunction with Human Resources, both locally and in offshore regions, to fulfill that plan.

  • Provide regular reports that provide financial impacts, growth plans, legal and risk assessments, regional staffing evaluations including talent assessment, overall site production performance and quality.

  • Work with US counterparts (Development and testing management) to manage remote talent.

  • Coordinate and provide performance feedback through local management as required.

  • Identify, track and respond to legal and risk concerns with each offshore development center. Ensure site, technology and information security audits and risk assessments are created and maintained.

  • Ensure remote sites have appropriate working equipment, communication capabilities and safe and sound working environments. Coordinate with local resources to address issues and concerns that may inhibit performance.

  • Ensure that all security and privacy protocols are in place for all remote development centers (WEX owned or third party provided)

  • Provide feedback and recommendations regarding onboarding, skill assessments, English proficiencies and associated training plans.

  • Work with Finance to ensure overall accounting requirements are followed. Perform cost benefit analysis for each offshore development center to evaluate effectiveness, sustainability and annual budget projections

  • Make recommendations to improve the overall GDC program effectiveness going forward. Continuously evaluate options, staying abreast of political, cultural, economic and organizational criteria that may change overall program direction.

Knowledge, Skills, Abilities

Minimum Required Qualifications for Consideration:

  • Bachelor's degree (BA/BS) from four-year institution

  • 8 years' experience in strategy, operational improvement, and/or technology roles

  • Experience with building and managing offshoring development centers

  • Demonstrated people management experience

  • International work experience

  • Demonstrated financial acumen,

  • Highly flexible skill set, with notable excellence in personal effectiveness, credibility, problem solving, and analysis

  • Strong general management business background including skills in communication, presentation and reporting.

  • Highly developed interpersonal skills including influence beyond formal authority.

  • Strong collaboration skills.

  • Exceptional communication skills

Preferred Qualifications:

  • MBA or other relevant graduate degree.

  • Project management experience

  • Management consulting experience

  • Technology development experience

  • Offshore development center management experience

  • Advanced analytical experience and skills in the identification and execution of process improvement initiatives.

  • Experience with managing offshoring development centers.
