Job summary

We are looking for forward-thinking individuals, with the ability to make a difference, pro-actively manage requirements and risks, and influence others to deliver successfully. Contributing to the development and establishment of a Programme Management Office, you will seek to identify, understand and deliver the vital innovation, policy, mentorship and standards to allow Defence to meet emerging Government and Defence sustainability targets. You will also contribute, support and deliver a number of objectives from Defence Strategy for Defence Infrastructure, DIO Corporate Plan and our annual Business Plan.

Practical project management expertise and skills with a strategic understanding of construction innovation are essential as you will be supporting the team lead to achieve these ambitions.

Undertaking line management responsibilities within the team, you will work to support the definition and delivery of the next phase of Defence construction innovation.

This position is advertised at 37 hours per week.

Job description

1.Building Performance Standards

  • Review, refresh and develop MoD building performance standards and guidance to reflect and align with emergent high-level Government and Defence targets, industry best practice and potential infrastructure innovations, such as MMC (modern methods of construction), Net Zero and Design Standardisation.

2.Cross-Government Initiatives

  • Working with internal, external customers and other Government Departments to ensure DIO are forward looking in the awareness, involvement, and implementation of strategic government initiatives.

3.Stakeholder Management

  • Using collaborative planning and proactive stakeholder management to identify and develop new infrastructure delivery products, ways of working and processes to meet innovation targets and business objectives.

4.Innovation

Accountable for delivery of wide range of projects to support delivery of new innovations, best industry practice, government initiatives and emerging objectives in a range of infrastructure requirements and subsequently undertaking implementation into Defence

  • Defining and coordinating Government and Departmental objectives, initiatives, and guidance to give advice and direction to all our customers.

  • Providing support to colleagues in cross functional subject areas to support ideas through the Innovation and Value processes.

  • Identify areas of innovation that will deliver improved efficiency, capacity, and quality, and implementing these into operations utilising the external technical support providers.

5.Project Management

  • Deliver project and contract management via several external providers.

Person specification

Essential Experience:

Wed like to hear from you if you have:

  • Member of a recognised construction/building/infrastructure professional body. (Membership costs can be reimbursed)
  • Chartered or willing to work towards relevant Engineering Field or equivalent technical subject in construction/building/infrastructure
  • A good understanding and awareness of the construction industry

Desirable Experience:

  • Prince 2 or AMP Qualification or equivalent

  • Project Management experience

  • Strong communication and project management skills to deliver high level objectives

Memberships

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
