The Department of Human Services (DHS) Mental Health Center Director is responsible for planning and directing the operations of a mental health facility. This position is governed by state and federal laws and agency policy.


Plans, coordinates, and directs the administrative operations of a mental health facility to establish operational priorities and to direct and coordinate facility functions inside and outside the division. Directs the activities of subordinate personnel through lower level managers and supervisors by determining overall center goals and objectives and by managing subordinate staff, including interviewing, hiring, providing training, assigning and reviewing work, evaluating the performance of immediate subordinates, and serving as performance evaluation reviewing official for lower level divisional employees.

Plans, coordinates, and directs the implementation of new programs and ensures that program objectives and standards are established and followed. Develops and recommends new and revised statues, policies, and procedures to respond to changes in operational needs, objectives, and priorities, and to improve the effectiveness of the facilitys operation. Maintains external relationships with other agencies, individuals, and organizations; resolves conflict situations through management meetings with division staff.

Projects budgetary needs, develops and recommends overall facility budget, and monitors expenditures. Performs other duties as assigned.


Knowledge, Skills and Abilities

Knowledge of the principles and practices of human resources management, organizational management, and public administration. Knowledge of the organization, management structure operations, and programs of a state operated mental health facility.

Knowledge of state and federal laws governing applicable health administration programs/operations. Ability to direct, lead, or conduct inspections of facility for compliance with laws/rules or to investigate complaints or allegations against the facility. Ability to interpret and apply laws, rules, regulations, policies, and procedures, and to develop legislation or recommended revisions.

Ability to negotiate differences or conflict situations between individuals, groups, or organizations, and to address complaints and/or allegations of misconduct. Ability to assess the impact and effectiveness of programs or operations and to devise corrective measures or modifications where necessary. Ability to prepare detailed reports or narratives of specialized information and to make oral presentations to large groups.

Minimum Qualifications

The formal education equivalent of a bachelors degree in public administration, health care administration, social work, business administration, or a related field; plus eight years of progressively more responsible experience in behavioral health care administration and/or management or a related field, including four years in a professional managerial capacity.

Duties and responsibilities of a MHA may include but are not limited to: * Supervise patients on and off the unit, monitoring every 15 minutes and recording observations. * Documentation of patient behavior, vital signs, special treatment procedure, progressive interventions, and food intake. * Create a safe therapeutic milieu for patients and entire unit. * Work closely with other MHA's, Nurses, and Physicians. * Communication and reporting is key to this role! Strong ability to communicate to appropriate personnel at the facility about situations and/or patient care, as well as the ability to communicate respectfully to all patients. * Problem/Conflict solving.
