Job Title: DHS Capture Manager, Department of Homeland Security (DHS)

The Capture Manager of DHS will work closely with senior members of our company and Business Development Team to execute the DHS marketing and business development initiatives, support company priorities, and help drive the overall company strategy. Other accounts may be assigned outside of DHS for growth.

The Role
The role of the DHS Capture Manager is to support and grow CTEC's business serving DHS component agencies and other agencies (as assigned and desired). Responsibilities include sales, supporting client delivery, managing tasks on our DHS accounts, supporting our DHS team members, and DHS financial results. The DHS Capture Manager must clearly identify the target market, realistic opportunities and be able to articulate CTEC's relevant value propositions. The DHS Capture Manager must also define the associated sales, execution, and capacity development strategy.
Responsibilities include:
Grow CTEC's DHS and other Civilian Government business by finding, cultivating, and closing new opportunities at new & existing DHS Component clients.
Support client project delivery to ensure we deliver on time, on budget, and with excellent quality.
From the perspective of client satisfaction and deliverable quality and timeliness, help ensure the award of option year and recompetes on existing contracts.
Achieve DHS revenue, growth, and performance goals by mining new opportunities and researching opportunities in the existing pipeline.
Draw on and contribute to CTEC's core assets and competencies, and use CTEC's asset base (technology, data, and methodologies) to deliver results with greater impact.
Embody CTEC core values and support corporate-wide initiatives.
Support the project managers of our contracts and leaders and retain and recruit talent.
Conduct quarterly reviews of progress against annual plan.
Prepare for DHS RFPs by performing the following research:
Find Program Manager candidates known to client or successful on similar program.
Find and recruit other Personnel - key and non-key with customer intimacy (bid full resume decks if possible).
Team with established Partners with client intimacy.
Validate our Past Performance is recent and relative to the requirements.
Find the previous PWS so we can begin writing solutions in advance of RFP.
Discuss our Process that addresses pain points with the customer in advance of RFP (i.e., Assist in getting current/prospective customer/partner meetings).
Research the incumbent/similar program Pricing and understand salary requirements of personnel to balance this against Price to Win.
Research the Participants of the procurement (i.e., analyze competition including incumbent performance).
Understand all possible Procurement Strategies (i.e., contract vehicle, set-aside, evaluation board) and ensure we can prime the contract or are partnered appropriately.
Participate in Professional Writing and finding SMEs with knowledge of the customer processes and pain points.
Assist with corporate recruiting as required.
Attend work related conferences and industry days on occasion.

Required Qualifications:
Bachelor's degree (Business, Economics, Finance, Communications; advanced degree and Project Management education/certification is a plus).
Demonstrated technical writing skills
Demonstrated ability to drive business growth
Current or past DHS clearance is a plus
Domain Knowledge:
Deep knowledge of the Federal government marketplace, specifically DHS
Understanding of DHS and other Government agencies with complex financial portfolios
Experienced in direct communication with Senior Executive Service level DHS personnel
