Job Summary

Under general supervision, is responsible for performing inspectional work and enforcing compliance for new construction, remodeling, alterations, repairs, moving, or demolition of structures to ensure compliance with the City adopted building codes, zoning ordinances, and other related City ordinances. Exercises no supervision.

Essential Job Functions

  • Conducts inspections to ensure proposed construction conforms to the

International Mechanical Code, International Residential Code, International Fuel Gas Code, International Energy Conservation Code and the Unified Development Code.

  • Discuss repairs, alterations, and new construction with owners and contractors; explains and interprets building codes and regulations.

  • Issues verbal or written orders for correction of defects in materials, workmanship, and other violations of codes and ordinances.

  • Documents inspection results and investigations in laptop or desktop computer using land development software.

  • Responds to questions by phone pertaining to building related codes, zoning, and the Unified Development Code.

  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).

  • Four (4) years of experience in mechanical construction and repair.

  • Must obtain International Code Council (ICC) certification as a Mechanical Inspector within one (1) year of employment.

  • Mechanical Inspector (commercial) must possess technician registration or master HVAC mechanical license issued by either the City of San Antonio or State of Texas. .

  • This position requires a valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Class "C" Texas Driver's License within 30 days of becoming a Texas resident. Use of your own personal vehicle may at time be required and proof of Liability Insurance will be required.

One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

PHYSICAL REQUIREMENTS:

  • Physical requirements include occasional lifting/carrying of 50 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting, crawling, kneeling, and climbing ladders of any height to perform the essential functions. Working conditions are primarily in an outside environment.

  • Knowledge of International Residential Code for Building Inspector.

  • Knowledge of the International Existing Building Code for Building Inspector.

  • Knowledge of National Electric Code for Electrical Inspector.

  • Knowledge of International Plumbing Code and International Fuel Gas Code for Plumbing Inspector.

  • Knowledge of International Mechanical Code and International Fuel Gas Code for Mechanical Inspector.

  • Knowledge of the International Energy Conservation Code for all inspectors.

  • Knowledge of principles, practices, and techniques of building construction.

  • Knowledge of basic architectural and engineering principles and practices.

  • Knowledge of architectural and engineering mathematics.

  • Skill in utilizing Architectural and Engineering scales and tools.

  • Skill in utilizing a personal computer and associated software programs.

  • Ability to learn the Unified Development Code of the City of San Antonio.

  • Ability to learn City Ordinances relating to zoning and building construction.

  • Ability to properly interpret and apply all applicable related codes.

  • Ability to read blue prints and specifications.

  • Ability to communicate clearly and effectively, both verbally and in writing.

  • Ability to establish and maintain effective working relationships with City staff and the general public.

Exercises direct supervision over assigned staff. This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason. Essential Job Functions * Develops administrative and operational plans to ensure the efficient operation of a division of the Development Services Department. * Oversees coordination between divisions/departments and contracted agencies throughout duration of projects. * Attends meetings with architects, engineers, building owners and community members to ensure continuity and understanding of large area projects. * Prepares responses for City Council, staff and citizens regarding land use plan amendments and large area rezoning requests. * Suggests and implements management solutions to address new or ongoing problems within department or division. * Prepares and recommends code amendments. * Prepares reports relating to Development Services issues. * Prepares training programs to field inspectors and supervisors on revisions to building codes, ordinances and regulations affecting construction activities. * Prepares budget for the division. * Serves as departmental representative on committees. * Performs related duties and fulfills responsibilities as required.
