The Development Services Department is responsible for the physical development of the City. The department was recently reorganized, the core service areas of the Development Services include: Building Services, Land Development, Permit Center, Neighborhood Services, and Planning and Zoning. The Development Services Department has a staff of 37 employees and an annual budget of $1.9 million.


The Development Services Director is an "at-will" executive position that serves at the pleasure of the City Manager. The primary function of this employee is to provide strategic direction thorough planning, managing and directing administrative, managerial, and supervisory work of the Development Services Department that includes the City's Planning, Engineering, and Building Divisions. Additionally, this employee oversees the management of regulatory affairs with public utility corporations. This position is responsible for determining departmental policies; long-term program planning; and managing the department's budget in accordance with the City ordinances, the City's personnel rules, and Federal and State regulations.


Education and Experience

  • Bachelor's degree in Urban Planning, Public Administration or related field; and

  • Ten (10) years progressively responsible experience in planning, development, city administration, or a related field including five (5)years of supervisory experience; and

  • Valid Arizona Driver's License; or

  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

VIEW JOBS 12/23/2018 12:00:00 AM 2019-03-23T00:00 Description Position Description: Director of Business Services Reports To: Superintendent Terms of Employment: 12-Month Exempt, Administrative Compensation Plan Level A Supervises: Food Services and Finance General Statement of Responsibilities: Plans, develops, directs, coordinates and reviews district programs in the areas of financial planning & budget, payroll, accounts payable, purchasing and fixed assets, to ensure efficient and effective support for the educational process. Essential and Principal Duties: 1. Manage all fiscal affairs for the district, under the direction of the Superintendent, including financial planning and reporting, debt service management and audit compliance. 2. Interprets new statutes, federal, state, auditor general, and department of education guidelines as they pertain to the district. 3. Responsible for the establishment and supervision of an accounting program adequate to record in detail all financial transactions in accordance with the Uniform System of Financial Records (U.S.F.R.). 4. Develops and administers the district annual Expenditure Budget; responsible for the Annual Financial Report; meets all state mandated deadlines and requirements pertaining to Budget and AFR reporting, dissemination and control; responsible for preparing additional financial reports as requested or required. 5. Supervises the Director of Finance, who oversees the accounts payable, student activities, fixed assets and warehouse functions of the district. 6. Responsible for the purchasing function; reviews equipment and supplies bidding and final costs; audits the requisition and purchase order process; produces monthly and periodic reports as requested or required. 7. Supervises the payroll function. 8. Monitors student enrollment data. 9. Supervises the Director of Food Service. 10. Works with the Human Resources Director to coordinate and integrate personnel and payroll and procedural controls. 11. Recommends the hiring, classification, placement, promotion, suspension, or termination of employees in the department; assures the development and operation of appropriate training programs, conducts evaluations of the performance of subordinates. 12. Recommends the establishment of and monitors the administration of financial records management and reporting procedures and techniques as it relates to the efficient functioning of the district. 13. Balances entries recorded in individual journals and ledgers; traces errors and records adjustments to revenues and expenditures posted to incorrect accounts; transfers data as necessary to general ledger. 14. Works with auditors during all audits of school district accounts. 15. Performs other tasks as assigned by the Superintendent. Qualifications: 1. Bachelor's Degree in Accounting, Business or related field (Required) 2. Minimum of five years in school finance administration (Required) 3. Minimum of three years of supervisory experience (Required) 4. Valid Arizona DPS IVP Fingerprint Clearance Card (Required) 5. Arizona Department of Education Administrative Certification (Preferred) 6. Knowledge of fund accounting 7. Experience in detailed budgetary planning and control 8. Knowledge of grants management 9.
