Role description

Reporting to the Development Utility Infrastructure Manger, the Development Manager will manage SFPUC's efforts related to the coordination, review, approval, and acceptance of new water, sewer, and power infrastructure associated with in-fill development projects in San Francisco. This position will also lead SFPUC's participation in City-wide efforts to improve and expedite permit review and processing times. Other responsibilities include managing the distribution and tracking of various design submittals across SFPUC divisions; developing, monitoring and tracking interagency MOUs, utility licenses, and other agreements; assisting in the management of the Acceptance process for new water, sewer and power infrastructure, and organizing and attending development-related meetings.

Essential Functions

  • Manage the internal coordination and of Water, Wastewater and Power infrastructure planning and design review related to new water, wastewater, stormwater, and power infrastructure associated with in-fill developments in San Francisco.

  • Develop and implement SFPUC process improvements for in-fill developments.

  • Manage the external coordination process associated with in-fill development projects in San Francisco with other city departments and developers.

  • Communicate SFPUC infrastructure standards to developers and other stakeholders.

  • Coordinate and streamline the department's efforts related to in-fill developments across city departments.

  • Serve as department-external Point of Contact for in-fill development projects and work proactively and quickly to resolve issues.

  • Assist in managing the internal asset acceptance process for new infrastructure built by developers and dedicated to the City.

  • Negotiating, monitoring, and tracking inter-agency MOUs, utility licenses, and other agreements.

The 0923 Manager II (Development Manager) will perform other related duties as assigned.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college/university AND

Experience: Four (4) years of professional experience performing complex engineering work or project management.

Education Substitution: Additional verifiable professional level experience in the applicable, major functional area may substitute for up to two (2) years of the education requirement on a year for year basis.

Desirable Qualifications:

  • Possession of a Master's degree in the following majors: Public Administration, Political Science, Business Administration, Public Policy, Planning, Finance, Economics, or a closely related field.

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Behavioral Consistency Questionnaire (BCQ) (Weight: 100%)

Candidates will be prompted to complete a BCQ as part of the recruitment process. The BCQ is designed to measure the applicant's knowledge water, wastewater and/or power infrastructure, including experience reviewing and analyzing design and planning documents associated with residential or commercial developments, the ability to work cooperatively with a wide range of stakeholders, the ability to effectively communicate to various audiences both verbally and in writing, and the ability to plan, coordinate, and review the work of cross functional teams; maximize use of resources, time, and personnel; oversee multiple projects; manage contracts and consultants.

Passing Score: Candidates must obtain a passing score on the Behavioral Consistency Questionnaire in order to be placed on the score report for positions in this job class.

Notices to Candidates: Qualified candidates will be sent notices via email for completion prior to the creation of the score report ("eligible list"). Each notice will include the date by which responses must be received. Failure to complete these steps by the established deadlines will result in disqualification.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
