Reporting directly to the Deputy Program Manager and working together with the Project Controls and Construction Management teams, this positions acts as an Owners Representative and oversees the complete design process of each of the projects within the bond program. This may include the pre-construction process of vetting design firms and the procurement of services. Throughout the development of the project, all aspects of the design are reviewed and returned for correction as needed. This position works directly with both the client and the design firm(s).
Responsible for overall project design delivery (cost, schedule, quality, information, contracts) on multiple project assignments
Manage project development from programming through completion in accordance with program objectives
Manages all budgets, schedules, scope development, design contracts, and documents for assigned projects
Manages the review and approval process for consultant invoices and additional services requests and coordinates with Control Manager for proper posting in reporting program
Attends assigned meetings to cover design progress meetings
Provides value engineering and constructability insights as required
Resolves complex issues, disputes, and disagreements.
This positions has supervisory responsibilities
Bachelors of Science/Arts degree in Architecture or Engineering is preferred. Bachelors in related field such as construction management, architecture, engineering is required.
A Certificate of Registration as an Architect or Professional Engineer is preferred
10 or more years of experience is required
Experience as a Design Team Leader is required
Experience in the planning and coordination of capital projects that included the overall design, contract administration, cost estimating, and scheduling activities is required
Strong working knowledge in design and construction, building systems/components and technology, contract management, project delivery methods, environmental and LEED applications, team building and client relationship building preferred
Intermittent sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, and lifting. Lifting requirements limited to 20 lbs. in the form of supplies, drawings, etc. Longest distance carried of 50 feet. Hand manipulation is required for simple grasping, pushing and pulling, and fine manipulation. Right and/or left hands utilized. Occasional need to reach and/or work above the shoulder, for supplies, as well as below the shoulder for same. No foot controls necessary. Must be alert to equipment in the field, there will be occasional travel, will work near construction job site equipment when in the field, occasional need to work near hazardous equipment and machinery, occasional need to walk on uneven ground, exposure to dust, gas or fumes, exposure to noise, extremes in temperature or humidity, and potential work at heights.
