The Maryland National Capital Park & Planning Commission is currently seeking a dedicated and skilled Design & Construction Project Manager II in the Capital Planning and Development Division. The work has significant impact to the life and well-being of Prince George's County residents, implementing new and modernized park, trail, and recreational amenities across the County. We are looking for professionals that will bring a professional passion and technical expertise to improve, add value, and develop solutions to complete design and construction projects.

The Project Manager II will function as the project manager for the life of assigned projects, including planning, design, and construction administration for multiple projects. The successful candidate will apply critical thinking skills to provide coordination and direction for assigned projects.

Examples of Important Duties

Under direction:

  • Manages capital improvement projects across the continuum of planning, design (design development, contract documentation and cost estimating) and construction administration. May also lead a specialized work portfolio of smaller projects.

  • Proactively prepares, plans, and tracks project schedules and budgets, identifies deficiencies at early stages prior to adverse impacts and significant delays to projects.

  • Writes complete and clear scopes of work for professional services needed during a project. Reviews proposals and recommends contract awards.

  • Manages and coordinates professional services and vendors across varied disciplines to complete assigned projects. Assigns project responsibilities and coordinates the work to complete projects on schedule.

  • Engages internal and external stakeholders throughout the project to inform, guide, and advise on project scope, goals, requirements, milestones, and deliverables.

  • Monitors completion of assignments at each stage of project for timeliness, accuracy, and effectiveness in meeting work program objectives. This may include ensuring required approvals, permits and inspections at appropriate timeframes to keep project on schedule and avoid project delays.

  • Effectively and professionally communicates and reports on project status for internal and stakeholders. Initiates and conducts effective progress meetings at regular intervals during design and/or construction including preparation of agendas and meeting minutes.

  • Reviews all project work products for thoroughness, accuracy, practicality, economy, compliance with applicable regulatory requirements and conformance with sound design and construction practices. Reviews preliminary design plans, written reports, construction drawings, specifications, computations, cost estimates, bid forms, submittals, and shop drawings for quality assurance, and provides input, at appropriate stages.

  • Reviews progress of construction work at regular intervals to ensure park/space/facility is constructed according to the contract documents.

  • Maintains records and files, prepares regular reports.

  • Will provide technical support to other projects within the Commission.

Minimum Qualifications

  • A Bachelor's Degree in Architecture, Landscape Architecture, Engineering, Construction Management or any related field.

  • Four years of progressively responsible designer and/or construction experience that includes substantive work in the range of duties and responsibilities in this class specification.

  • An equivalent combination of education and experience may be substituted, which together total 8 years.

  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.

PREFERRED QUALIFICATIONS:

  • Professional Licenses and/or certifications preferred in Architecture, Landscape, Architecture, Engineering, Project Management.

  • Knowledge of the concepts, principles, practices, techniques of design and construction, especially related to public and/or recreation projects (parks, athletic fields, trails, community, and aquatic facilities).

  • Skilled in effective oral and written communications.

  • Strong collaboration and people skills to interact effectively with business contacts in a professional manner; this includes skill in establishing and maintain effective working relationships with Commission staff, federal, state, and local agencies, vendors, professional consultants, contractors, and the public.

REQUIRED SKILLS:

  • Skill in using design and construction management methods and techniques to manage a full range of projects.

  • Construction practices and the characteristics and uses of construction and building materials including state -of-the art technology and materials.

  • County, State of Maryland, and Federal Codes, industry standards and other guidelines affecting space/facility design and construction such as County soil erosion, sediment control, stormwater management and forest conservation requirements, building code, use and occupancy requirements, fire protection and historic preservation requirements,

  • Experience with construction project management information software, such as e-Builder.

  • Skill in design software, such Computer Aided Design (CAD), BIM and Sketchup

  • Skill in Microsoft Office 365 Management Suite, including Word, PowerPoint, Excel. Microsoft Project is desirable.

  • US Army Corps of Engineers (USACE) and Maryland Department of the Environment (MDE) requirements, various Code of Maryland (COMAR) Titles, American Society of Testing and Materials (ASTM) standards for various materials, products and methods of construction, Consumer Product Safety Commission (CPSC) Guidelines for Design and Public Playgrounds, and accessibility provisions of the Americans with Disabilities Act (ADA).
