ABOUT THIS POSITION

The City of Phoenix Water Services Department, one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.7 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.

The City of Phoenix is seeking an experienced and high-performing Deputy Water Services Director to manage the Environmental Services Division (ESD). The Deputy Water Services Director will oversee the following sections: Laboratory, Compliance and Water Quality Management, Pollution Prevention and Permitting, Business Operations, and Safety. Furthermore, the Deputy Water Services Director plays a critical role in ensuring laboratory excellence and quality assurance, obtaining and maintaining Department permits; conducting water, wastewater, and stormwater sampling, permitting and sampling of commercial and industrial pre-treatment customers, safety programs; and overall reporting for regulatory compliance.

This position is responsible for providing technical, policy, and procedural advice to managers throughout the Department. The Deputy Water Services Director serves as the liaison to federal, state, and local public health and environmental agencies. Work involves the overall management and leadership of ESD including budgeting and resolving personnel issues for over 160 employees. This position requires the use of strong leadership skills including independent judgment and initiative, and exceptional communication skills through both written and verbal methods. Work is performed under the general direction of an Assistant Water Services Director and performance is evaluated on the basis of results achieved.

The position has oversight of multiple locations throughout the City of Phoenix.

IDEAL CANDIDATE

The ideal candidate should be able to effectively communicate with all levels of the organization and external stakeholders; excellent oral, written, and presentation skills will be essential. This person needs to be an innovative leader with the ability to solve problems, think strategically, and identify alternative courses of action. Analytical skills and the ability to effectively use data to make decisions and relay information are essential.

The ideal candidate will be able to work cross functionally on a variety of projects and initiatives, building strong relationships with stakeholders to create mutually beneficial outcomes. This person should be able to create a positive atmosphere for employees in the organization and within the department.

The ideal candidate should be knowledgeable about and proficient with current leading-edge industry trends, standards and technology.

SALARY

Pay Range: $136,489.60 - $192,234.00 annually.

Hiring Range: $136,489.60 - $147,492.80 annually.

MINIMUM QUALIFICATIONS

  • Five years of responsible experience in in water quality, laboratory, regulatory compliance, permitting, and water sampling activities;

  • Three years of experience supervising professional-level staff for a water and/or wastewater utility;

  • Bachelor's degree in civil or sanitary engineering, water chemistry, biology, engineering, or another science related field.

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Master's degree in public or business administration, water chemistry, biology, engineering, or another science related field.
