This position is part of the Investment Funds Department (IFD) within OPIC. The incumbent will be responsible for serving as the IFD's Deputy Vice President directly managing a team of Managing Directors and their groups of Investment Specialists in originating, monitoring, and exiting investment funds that invest in OPIC eligible countries as well as working as part of OPIC's Senior Management in understanding Corporation wide goals and translating them to department objectives.

Responsibilities

  • As required by the Vice President (VP) of IFD, manage the department, establish policies and procedures; set annual goals and objectives for IFD; ensure successful implementation of Departmental work plans; and establish IFD budgets.

  • As required by the VP of IFD, develop new programs; manage day to day HR, financial management, and IT requirements of IFD; and engage with external auditors, members of OPIC's Board, and experts in other Development Finance Institutions.

  • Provide oversight as well as direct implementation of the IFD investment fund program, including origination, evaluation, diligence, negotiation, commitment, disbursement, monitoring and realization.

  • As part of full-cycle investing, participate in the origination, selection, diligence, formation, monitoring and realization of assigned funds.

  • Use market knowledge, relationships, knowledge of Administration priorities, creativity and strategic thinking to help define themes for calls, prospective fund managers, and call procedures.

  • Maintain a deep knowledge of the Investment Program in order to provide future direction and continuous improvement to the Program.

  • Lead the conceptual development and operational implementation of IFD strategic goals, program policy, resourcing requirements, annual budgeting, compliance obligations, and team culture.

Qualifications

Applicants must have one year of specialized experience. Specialized experience is directly related to the duties and the responsibilities of this position, referenced in the mandatory technical qualifications, that equipped the candidate with the scope and level of knowledge, skills and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level, and quality sufficient to carry out the responsibilities of leading/managing emerging market private equity general partner operations and issues faced in the formation, investment, management and disposition of a fund; experience in leading/managing private equity fund terms and conditions, capital markets, private equity investment vehicles and structures, fund management process and procedures, and corporate governance, with relevant emerging markets experience; experience with workouts of private equity portfolios and portfolio companies, with a thorough understanding of the dynamics involved and details required to restructure and/or recast management teams, economic incentives, reporting requirements, shareholder/lender rights, etc.; analyzing private sector equity business plans for investments in emerging markets and the ability to evaluate the effectiveness of prospective fund managers in carrying out the proposed business plan; and leading negotiations and structuring complex finance agreements with private equity investment funds.

MANDATORY QUALIFICATIONS: Applicants must address each of the six following mandatory qualifications separate from their resume. You will not be considered for this position if you fail to submit qualification statements specifically addressing each mandatory technical qualification requirement.

MANDATORY TECHNICAL QUALIFICATIONS (MTQS): Maximum of two pages per MTQ
1.Demonstrated ability to lead and manage emerging market private equity general partner operations and issues faced in the formation, investment, management and disposition of a fund.
2.Demonstrated ability to lead the workouts of private equity portfolios and portfolio companies, with a thorough understanding of the dynamics involved and details required to restructure and/or recast management teams, economic incentives, reporting requirements, shareholder/lender rights, etc.
3.Demonstrated ability to negotiate and structure complex finance agreements with private equity investment funds.
4.Demonstrated ability to analyze and evaluate the ability of fund managers to raise capital in order to implement proposed business plans including familiarity with fundraising environment and with perspective of a wide range of institutional investors.
5.Demonstrated ability to lead an organization responsible for corporate finance, corporate management and operations, international investments, banking, capital markets, large and small business project financing, corporate and other business structures and operations, and loan administration.
6.Demonstrated ability providing effective leadership and supervision to subordinates in a multi-tiered organization with specialists of diverse technical expertise.
