VDEM is seeking qualified candidates for our Deputy State Coordinator Disaster Services Bureau vacancy to serve as a senior advisor to the State Coordinator of VDEM. This position is one of the two senior career (non-political) positions in the agency. This position serves as a liaison to the Governor's Office, the General Assembly and various stakeholders.
Provides oversight and directs all aspects of the Disaster Services Bureau which includes the Planning Division, Response and Recovery Division, and Regional Support East and West Divisions. Oversees the creation, implementation and management of state plans, programs, and procedures. Functions as executive team leader on the Virginia Emergency Support Team (VEST). Provides strategic leadership and directs the effective, efficient and equitable allocation of staff, time and agency resources.
Ensures the execution of VDEM's mission through compliance to all state and federal policies and procedures; training and professional development to foster adequate response to emergencies and disasters. Demonstrates an understanding of protocol and ability to communicate with a diverse audience of state and senior officials, public safety professionals and diverse industry stakeholders. All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disaster/events, as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official EWP.
Extensive knowledge and executive level experience directing functional areas such as planning, emergency response, and regional support areas. Experiential knowledge in applying basic business principles and best practices to direct the operations of a bureau with complex divisions.
Skill to develop strategic plans; manage resources; analyze data, render solutions, and synthesize diverse and complex information. Skill to develop and implement division objectives, policies and procedures. Demonstrated skills to interpret, forecast, and oversee state budgets for a variety of departments with an understanding of the legislative process.
Demonstrated ability to plan monitor and evaluate programs; conduct investigations and facilitate process improvements. Considerable skill in the use of computers, Microsoft Office and various software. Excellent interpersonal, verbal, and written communication skills effective across multiple sectors and disciplines.
Excellent presentation and public speaking skills in interaction with the media. Skill to demonstrate ethical behavior, good judgment; timely and balanced decision making which reflects the mission of VDEM. Solid skill as a facilitator and in mediation or conflict resolution.
Demonstrated leadership skills to supervise, motivate and inspire teams towards excellence. Ability to interact with senior level government officials and industry representatives; provide principal staff support to senior level government officials, commissions and policy groups and to work with sensitive information or classified material. An understanding of protocol in a political position.
Ability to function collaboratively as a member of the Executive Management Team. Ability to model flexibility to learn new skills, adjust to and manage change in the workplace. Ability to supervise staff, set priorities, plan and delegate, lead and direct the work of others.
Bachelor's Degree from an accredited college or university in Business Administration, Public Administration, Liberal Arts, physical or social sciences or a related discipline. Master's Degree in same disciplines is highly preferred.
An equivalent combination of training and experience may substitute for a degree. Experience working in emergency or disaster program management and with a disaster response or public safety agency is highly preferred. Must possess ICS 100, 200, 700, and 800 certifications or ability to obtain in six (6) months.
Must possess ICS 300 and ICS 400 or obtain in one (1) year. Must also possess a Virginia Professional Emergency Management Certificate or the ability to obtain in three (3) years.
Salary commensurate with education and experience. A valid Virginia driver's license and satisfactory driving record are required.
Ability to pass a fingerprint-based criminal history background check. A one-year probationary period is required of all newly hired and re-hired employees. This position is restricted due to funding sources.
