One current vacancy with the Health and Human Services Agency in Visalia. This recruitment will establish an employment list to fill current and future vacancies. The anticipated life of the list is six months.

This position is responsible to assist the Public Guardian/Conservator in conducting guardianship and conservatorship referral investigations and providing related services, and to assist in the management and protection of estate properties.

Typical Duties

Makes investigations to assist the court in the determination of the need for conservatorship; analyze conservatorship problems, and make appropriate, related contact with other agencies, families, and conservatees; interview and counsel family members; evaluate information and recommend appropriate action; interpret problems and courses of action to conservatee and family members; arrange for and follow up on arrangements for the care of the conservatee and/or property; locate, inventory and evaluate property of conservatees; remove and transport personal property for safekeeping and storage; assist with conservatee case management and ensure that conservatees have food, adequate housing and clothing; arrange medical care and service for conservatees; coordinate with HHSA Mental Health to manage placement and mental health needs of conservatees; make periodic and special reports as requested.Prepare a variety of reports and correspondence; may compose correspondence and other material requiring discrimination and judgment in the selection of data or interpretation of laws, rules and policies; provide authoritative information to conservatees, representatives of other departments or agencies, and the general public; may make decisions regarding conservatees in absence of the Deputy Public Guardia

Minimum Qualifications

MINIMUM QUALIFICATIONS

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education:

Completion of two (2) years of college or a university in public or business administration, or a closely related field.

Knowledge of:

Techniques of interviewing and information gathering; bookkeeping sufficient to prepare balance sheets for disbursements and receipts; basic legal terminology sufficient to read, understand and interpret legal documents; laws governing conservatorships; available community services to provide assistance to conservatees.

Skill/Ability to:

Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; analyze and apply legal information and requirements; verbal communication sufficient to obtain information from people in varied emotional situations as well as of socioeconomic and educational backgrounds; research and prepare investigative reports and a variety of correspondence using correct grammar, punctuation, and spelling; read and interpret complex legal documents; plan workload and establish priorities; work under pressure to meet deadlines and/or changes in workload; assume responsibility and work independently; maintain effective working relationships with agencies and the public.

License or Certificate:

Possession of, or ability to obtain, an appropriate, valid California driver's license.

DESIRABLE EMPLOYMENT STANDARDS

Skill/Ability to:

Perform investigations in researching and evaluating estates and their assets.

Conditions of Employment:

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
