Deputy Project Manager

IDS International is building a winning team to provide Operations and Maintenance (O&M) services in support of the Directorate of Public Works functions at Fort Huachuca, Arizona. These O&M services are critical to the readiness level of local and deploying troops from/through Fort Huachuca, affecting their mission, morale, and safety. IDS is looking for an experienced Deputy Project Manager (DPM) to support this effort. The DPM is responsible for supporting the Project Manager (PM) with daily management, performance, and contractual matters, including human resources, finances, contracts, subcontracts, quality, safety, environmental and compliance.

  • Contingent Upon Award*

Additional duties include but are not limited to:

  • Managing safety and risk assessments of tasks, security and accountability of equipment, and quality assurance/quality control for all related actions.

  • Adjusting team assets and company resources to meet O&M requirements while remaining within the parameters of contract requirements.

  • Define, understand and execute project scope, goals and deliverables that support contract goals in collaboration with the client, tenants, and team to ensure successful execution of the contract.

  • Effectively communicate project expectations to team members and subcontractors in a timely manner.

  • Track project milestones and deliverables.

  • Define project success criteria and disseminate them to involved parties throughout the project cycle.

  • Delegate tasks and responsibilities to appropriate personnel.

  • Identify and resolve issues and conflicts within the contract.

  • Develop and deliver progress reports, proposals, requirements documentation and presentations as needed.

Required Experience:

  • Minimum of five (5) years' experience at the manager or supervisor level managing O&M services for a Public Works organization or similar multiple locations and multiple skilled trade organization.

  • Minimum of two (2) years' experience managing a workforce consisting of at least 40 personnel.

  • Has led complex teams of multiple subcontractors or vendors.

  • Has a track record of achieving high levels of customer satisfaction.

  • Directly related experience with proven project management concepts, practices, and procedures.

  • Proven track record of innovation or creative problem-solving.

Preferred Qualifications:

  • Bachelor's degree from an accredited institution in engineering, business, public administration, or relevant degree program.

  • Possess relevant professional credentials (e.g. professional engineer, project management professional certification).

  • Management experience of $5 million or greater annual size DoD O&M services contract.

  • Experience in managing a workforce consisting of at least 60 personnel.

Required Qualifications:

  • Active secret security clearance

  • Associate's degree from an accredited institution (or equivalent)

  • Working knowledge of applicable Federal and DOD directives and instructions

  • Possess excellent computer, interpersonal, and oral and written communication skills.

  • Possess working knowledge of project management/scheduling systems.

  • Possess working knowledge of O&M work order management and asset/property management systems.

  • Possess working knowledge of estimating processes and techniques for determining labor, materials, and equipment for design/ build Individual Job Orders.

Responsible for delivering outstanding customer service, positive employee engagement, compliance with all applicable local, state and federal requirements, while ensuring timely, safe and profitable contract performance. Essential Duties and Responsibilities * Effectively manage and lead a team comprised of various Tradespersons, Administrators and Supervisors to deliver contractual requirements * Ensure timely and accurate delivery of all required Government and Company reports/deliverables * Ensure timely delivery of all required Government and Company training, certifications and personnel development * Oversee and collaborate with Human Resources functional areas to include but not limited to payroll, hiring, terminations, employee recognition and discipline, performance reviews, conflict resolution, etc. * Effectively manage inventory and control of government/company furnished parts, tools, keys, uniforms, equipment and furnishings * Develop work schedules for employee's while maintaining compliance with current and future collective bargaining agreements * Ensure procurement of all parts, supplies and materials required for contractual compliance and operational fulfillment while meeting company and government small business utilization requirements * Effectively manage various subcontractor disciplines to ensure compliance with scope of work, safety, environmental and quality control * Negotiate and coordinate all required subcontractor and vendor services * Responsible for the safety of all personnel on job, including subcontractor personnel and vendors * Keep current on applicable government healthcare regulations and commercial trends, including monitoring contract requirements to ensure compliance with Joint Commission, Life Safety, Environment of Care, NFPA and other federal regulations in a healthcare environment * Coordinate the contract's progress toward achieving company affirmative action and compliance with wage and salary standards * Other duties as assigned Knowledge, Experience and Skill Requirements * Must have high school diploma or GED * Requires skills and abilities to foster cohesive teamwork and partnership between the various military, government and contractor personnel * Requires comprehensive understanding of contract scope of work and required deliverables * Minimum of ten (10) years' experience managing and supervising a diversified work force responsible for operation and maintenance, repair, minor construction and sustainment * Must have two (2) years' experience in quality control supervision * Must have in depth knowledge of various codes and standards applicable to the O&M tasks covered by the performance work statement, NFPA, EPA & OSHA codes * Must obtain OSHA 10/30-hour safety course certification within 90 days of hire or have current certification * Demonstrate skills in objective problem-solving and decision-making * Proficient in Microsoft Office Suite to include MS Word, Excel and PowerPoint * Must be proficient in ability to understand, speak, read and write the English language * Strong interpersonal skills * Role may require overnight travel * Role may require varying work schedule, including being on-call 24/7 * Required to have and maintain a SECRET security clearance Physical, Environmental and Sensory Requirements * Be able to stand, push, pull, bend, kneel, and stretch for extended period of time * Moderate exposure to elements such as heat, cold, noise, dust, dirt, chemicals, etc. but not to the point of being disagreeable * Be able to lift 25 lbs.
