Overview

Louis Berger, a WSP Company, is seeking a Deputy Program Manager for our Baltimore office.

Position Description:

  • Lead team and coordinate with client to optimize operation (i.e. pump stations, industrial wastewater sampling/reporting) and maintenance (i.e. pipe, manhole and force main cleaning/inspection) of sewer and storm drain collection systems. Identify work flow process deficiencies and, in coordination with senior client staff, develop/review processes.

  • Lead development of internal project controls best management practices (BMPs) and assist with implementing BMP programs.

  • Review project schedules and coordinate with client, as needed.

  • Lead database specialist and technical team to identify and analyze trends and develop data-based recommendations.

  • Lead development of on-line Project Delivery Portal and coordinate with offsite database specialists.

  • Coordinate with client to develop key performance indicators for operation and maintenance activities related to the sewer and storm drain collection systems.

  • Assist with developing annual maintenance budgets.

  • Coordinate schedule updates with project managers and Louis Berger project controls group.

  • Assist with preparing regulatory correspondence.

  • Assist the developing technical specifications, reviewing design/construction documents and developing, implementing and analyzing pilot projects.

Qualifications

  • Minimum Bachelor's Degree in Civil/Environmental engineering or Program Management.

  • 7-10 years' experience program management experience.

  • Minimum of 3-5 year experience working in sewer and/or stormwater collection system industry:

  • Familiarity with pipe cleaning and inspection technologies.

  • Understanding of pipe trenchless repair technologies.

  • Working knowledge of asset management practices and principals.

  • Strong oral and written skills.

  • Strong understanding of computerized maintenance management systems and other data/database functionality.

Ventera is looking for an Agile Deputy Program Manager to join one of our Government Services engagements. Candidate will support a highly visible and critical program within our Federal Health portfolio. The Deputy Program Manager will work in close coordination with the Program Manager and be the pulse of Delivery Operations. Candidate will work closely with Product Managers and Scrum Masters to ensure high quality delivery within the established project schedule and scope. Candidate will establish and drive metrics, participate in all Agile ceremonies and planning, and be fully accountable for Delivery. * Define project scope and schedule; organize and lead project status and working meetings; manage risks and correct deviations from plans. * Support Program Manager in managing communications and customer expectations. * Participate in the analysis of highly complex business requirements and contribute to solid project plans which clearly articulate critical milestones, resource allocations, and communication plans necessary to empower the business to achieve its goals. * Ensure Product and Scrum Teams are meeting program objectives and deliverables according to the roadmap and schedule. * Identify and manage key project indicators including velocity and defect ratios. Required Experience: * Experience in IT Consulting; PMP and Agile Certifications a strong plus (SAFe, PMI-ACP). * Prior experience working with SAFe methodology on enterprise-level applications development projects. * 8+ years in Program Management and running large (50+ team members) applications development teams. Demonstrated ability in task management, risk management, and scope management. * Proven experience in roadmap development and backlog management; strong understanding of breaking down epics and features into user stories. * Prior experience defining and tracking key project indicators, conducting analysis, and reporting to Program Manager and Client organization. * Excellent written and verbal communication. * Bachelor's degree.
