Deputy Program Manager

PAE has an opportunity for a Deputy Program Manager to join our team supporting our program in Kansas City, MO.

The Deputy Program Manager is responsible to the Program Manager for management of contractor personnel at our Lee's Summit, MO and Overland Park, KS locations. The Deputy Program Manager shall ensure that the contractor personnel are operating the site efficiently and effectively in all areas to include equipment, maintenance, and security requirements. The Deputy Program Manager will also be responsible for the following:

  • Timekeeping

  • Manage sign-in/sign-out sheets; alphabetize, provide to government, store

  • Reconcile Deltek/NBCVIew/Sign-in sign-out sheets

  • Request Deltek codes for new hires and promotions

  • Manage timesheet corrections identified from Corporate

  • Staffing

  • Manage employee transfers and complete personal change notifications

  • Set-up interviews for non-GCI vacancies

  • Manage employee promotions

  • Monitor Workday to ensure requisitions are on staffing report

  • Prepare and submit monthly staffing seating report

  • Provide overview of operations to new hire training groups

  • Manage who requires a Secret clearance

  • Employee Recognition

  • Manage certificate recognition for length of service

  • Track employee awards/incentives

  • Overtime

  • Manage overtime requests and expenditure of OT hours

  • Other

  • Responsible for changing safe combinations

Required Qualifications

  • No less than 5 years of business/operational experience.

  • Have a working knowledge of quality assurance principles and methodologies.

  • United States Citizenship and ability to obtain and maintain a government clearance (if not already cleared).

  • BS/BA degree in one of the following disciplines: business Administration/Management, Public Administration Management, Accounting, Project Planning/Project Management or related fields.

  • A PMP certification is desired.

  • Demonstrated experience addressing operational concerns and issues, monitoring overall customer satisfaction, experience developing and implementing operational procedures and policies and analyzing training needs/requirements.

  • Excellent interpersonal communication and organization skills to coordinate project activities, and demonstrate effective communications skills.

  • Able to work with details and time-sensitive issues; demonstrate good decision-making skills, respond to high-pressure situations, and demonstrate time management skills to plan, manage, and coordinate dispatch of multiple staff over a sustained period of time.

Primary Responsibilities The Deputy Project Manager (DPM) is responsible for assisting the Integrated Delivery Project Manager (IDPM) with developing the management and reporting of the overall performance of all assigned projects. The DPM will support IDPM project and proposal efforts which will include, but not be limited to client presentations, estimating, procurement, project controls, etc. The IDPM will be responsible for all deliverables processed by the DPM, and review of said deliverables before sending to Management, or the Client. The DPM will support project and proposal efforts in the CONSTRUCTORS corporate, other regional offices, or Project Sites as directed by the IDPM/Operations Manager. Support will include, but not be limited to providing client presentations, estimating, procurement, project controls, and other required aspects of the project. The DPM may also be required to serve from time to time as a Construction Manager on a temporary basis. Duties: The DPM will also be responsible to assist the IDPM with performing or managing the following in accordance with established policies and procedures. * Assist with coordination of Design, Estimating, Project Controls, Procurement and Construction activities during the development and execution phase(s) of the project. * Assist IDPM in the development of the initial project schedule in conjunction with Design Manager, Project Controls, Procurement, Estimating and Construction Management personnel (when the latter is in some fashion supporting initial development of the project). * Participate in value engineering and constructability reviews. * Work with procurement to develop subcontractor and vendor scope, and schedule exhibits to the contracts for review by IDPM before processing. * Work with the Health and Safety Manager on all safety-related issues, including but not limited to development and implementation of the project-specific safety plan, reporting of incidents and supporting the investigation of incidents. * Work with the Construction Manager and Quality Control Manager for project quality related issues, including but not limited to 3-phase inspection procedures, RFI's, NCR's, Rework, As-Built and completion inspections with the Client, design team, project construction team and the subcontractor(s). * Work with the Risk Manager on risk-related issues such as developing the project risk register, obtaining bonding and specialized insurance coverage. * Assist the IDPM with project schedule and prepare monthly project review reports for the project management team and Senior Management. * Provide feedback to improve Quality of all technical, commercial and administrative deliverables for projects. * Assist in procurement of purchase orders and subcontract packages. * Monitor progress of overall design, procurement and construction of the project. * Work with the IDPM and Project Controller/Engineers for project cost accounting setup. * Facilitate Project Close-Out and Warranty administration. * Perform post-construction cost review and reporting, and participate in lessons learned. * Perform any other duties assigned by the IDPM, including acting as IDPM when IDPM is unavailable (when deemed qualified by IDPM/Operations Manager). GOALS: * A satisfied IDPM, Client and Project Team. * Completion of every project within schedule and budget. * Optimize project revenue projections and accurate reporting and forecasting of costs and schedule. * Professional conduct at all times in dealing with Clients, HDR personnel and third parties. * Timely, comprehensive and accurate communications with the IDPM and all other business associates. * Drive ID Program towards zero quality incidents. * To become adept at implementing and managing the quality aspects of a project. * To be capable taking the lead in developing a project specific Project Management Quality Management Plans. * To gain a thorough understanding of the HDR QMS and how it relates to project management through initiating / development, planning, execution and close-out. * Assist the IDPM with their workload, and grow personally and professionally with aspirations to become an IDPM. Required Qualifications Education: Bachelors in Construction Science, Construction Management, Engineering, Business Management or equivalent job experience.
