Deputy Program Manager

Key Role:

Serve as a project manager on one or more mid- to large-scale projects supporting various government agencies. Provide Cyber solution development, tool and ODC procurements, Analysis of Alternatives (AoA), Assessment and Authorization (A&A), integration, deployment, testing, O&M, training, and governance. Oversee and lead all aspects of project response development and execution planning, developing, organizing, and monitoring project schedules using Microsoft Project, staffing, cost, and scope performance in accordance with the requirements, as needed. Lead day-to-day task management of the project within a cross-functional team, maintain responsibility for the quality control and configuration management of all work performed, ensure all deliverables meet requirements of the contract and are delivered on time, elevate risks early, and communicate status of the project to stakeholders. Build relationships with internal and external stakeholders, manage and report the status of all project management and technical activities, and work with personnel ranging from senior leadership to highly specialized engineers. Participate and lead client engagements, including strategic analysis, planning, execution of solutions, and interface directly with the client in the execution of duties, as necessary.

Basic Qualifications:

  • 7+ years of experience with supporting Cyber, IT, software, or procurement programs

  • 5+ years of experience with leading government projects

  • Experience with T&M, Cost Plus Award Fee, and FFP contracts

  • Experience with actively managing spend plans and strategically assessing program or contract profitability

  • Ability to comfortably lead data gathering sessions and conduct retrospectives with stakeholders, provide briefings to clients, and produce high quality deliverables

  • Ability to step in as the deputy program manager and provide competent leadership to a large Cyber delivery team, as needed

  • Ability to obtain a security clearance

  • HS diploma or GED

Additional Qualifications:

  • Experience with assessing LCAT assignments and qualifications

  • Experience with government agencies, including DOE, OPM, USDA, DOT, DOI, EOP, and VA

  • Experience with managing large federal or defense contracts

  • Knowledge of internal PBS financial and accounting systems

  • Ability to be a self-starter to identify program needs and address or manage without guidance or supervision

  • Possession of excellent oral and written communication skills with internal or external teams, senior leadership, subcontractors, and senior level government clients

  • BS degree in a technical field preferred; MBA degree a plus

  • PMP Certification

  • Microsoft Project Training or Certification

This is a Program Manager position responsible for leading the execution of a major multi contract type Facilities Operations & Maintenance effort. Position includes management of the overall Program and oversight of multiple service functions, to ensure contractual, financial and internal company requirements are met or exceeded. Responsibilities include: * Primary Program interface with AECOM Senior Management on all Program matters. * Primary interface with the customer(s) on all Program matters. * Provide direction and oversight to the Program Team through all phases of Program. * Oversee all aspects of prime contract management including but not limited to award(s), funding, compliance and change management. * Manage Program Team partners including scope assignments, resources allocations, and performance against contract requirements. * Develop execution strategies, and coordinate Program activities; allocate and manage resources in a cost effective manner across contract execution to include internal and external support functions, e.g. Contracts, HR, Finance, etc. within AECOM. * Track and report Program and Task Order(s) status to Senior Management including financial forecasts and actual performance vs. contract baselines, revenues and margins against targets. * Provide leadership in the Safety Management System (SMS) and Quality Management System (QMS) within the program team. * Coach and mentor the Program team/staff. Provide day to day direction to direct reports. Ensure staffing plans are developed, resources are received from internal or external partners and functional coverage is maintained for the Program. * Perform Performance Management reviews on direct reports with focus on employee development. Identify key project resources and jointly with the Functional Managers develop succession plans for these people. * Establish, communicate and execute project priorities as they apply to the Client Contract. * Approve and submit any invoice/timesheet expenses which have business unit expenditures. Complete and submit monthly documents to the appropriate departments. (cost, safety reports, etc.) Minimum Requirements * Active Top Secret SCI Clearance with Polygraph – TS/SCI with poly * Bachelor's degree from an accredited university in engineering, business, or a closely related field * 12 years' experience in management-level positions of responsibility and complexity in facilities maintenance and operations * Personnel management experience with excellent oral and written communication skills * Experience as a manager working with labor unions or managing service employees working under the Service Contract Act * Experience in managing work covered by Davis Bacon Act requirements; and Project Management Professional, capable of succeeding in cost controls, budgeting, scoping, planning, estimating, procurement, scheduling, change management, tracking, Contractor dispute resolution, and leadership. Strong technical knowledge of all facilities maintenance and operations, including HVAC, electrical, plumbing, and life safety systems.
