The Position

Deputy Fire Marshals are responsible for performing entry level through journey level specialized life safety and fire prevention plan reviews and inspections for fire protection systems, new construction sites, industrial, commercial, institutional, and assembly occupancies to ensure compliance with Local, State, and Federal building and fire code regulations. Incumbents perform tests and certification of fire protection systems. Incumbents also conduct public fire safety education programs, presentations, demonstrations, and instruction.

Examples of Important & Essential Duties (included but not limited to)

Essential Duties:

  • Performs specialized and complex life safety and fire prevention plan reviews and inspections for fire protection systems, new construction sites, and industrial, commercial, institutional, and assembly occupancies.

  • Works with developers, architects, property owners, and engineers to develop Fuel Modification Zones and Landscaping, where required.

  • Coordinates the contract with the City's weed abatement vendor; works with vendor on issues; organizes staff report, agenda, tax lien list, and works with the County and Finance to collect the money owed.

  • Responds to questions, requests, and inquiries from the general public, contractors, architects, and engineers regarding fire and life safety codes and standards both in person and over the telephone; provides primary coverage for front counter.

  • Operates a variety of equipment and tools used in plan reviews and inspections, which includes: computers, printers, microfiche, digital cameras, engineering calculators, motor vehicles, fax machines, measuring tape, architect scales, and engineering scales.

  • Meets with Architects, Engineers, contractors, business owners, homeowners, and other City personnel to discuss new development and violation cases.

  • Issues violations, warnings, and administrative/misdemeanor citations; functions as a peace officer in the enforcement of fire safety codes.

  • Performs administrative staff work involving research, analysis, and policy drafting.

  • Attends and participates in professional group meetings; keeps abreast of new trends and innovations in the fields of fire prevention, and inspection.

  • Coordinates and participates in public fire education, instruction, and demonstrations for professional and governmental agencies and the general public, including local schools, community groups, and fire suppression personnel.

  • Performs other duties of a similar nature or level.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:

Positions assigned to level I are responsible for:

  • Performing plan checks, evaluating engineering drawings, reviewing site plans and projects for adherence to municipal codes, fire codes and other fire-related ordinances;

  • Performing site inspections for weed abatement and other minor violations; assessing fire hazards to determine action for compliance;

  • Responding to questions, requests and inquires from the general public regarding fire prevention activities; assisting contractors, architects and engineers in fire and life safety issues; responding in writing, at the counter, and over the telephone.

  • Issuing written warnings, writing notices of correction, documenting hazards, and recording activity in conjunction with the enforcement process.

  • Performing office administration duties, which involve filing, logging, and tracking of various fire permits and plans; handling legal correspondence and prepares reports.

  • Attending and participating in public fire education for the general public; preparing instructional activities including demonstration and instruction for community groups, local schools, and hospital staff.

In addition to the responsibilities for a level I position, positions assigned to level II may be responsible for:

  • Performing specialized and complex fire and life safety plan checks; stamping and approving for installation, fire sprinkler systems plans, building fire rated assemblies and fixed fire protection plans; interpreting and applying code requirements. Inspecting, performing certification field tests and approving fire protection systems in new construction, commercial, institutional, industrial, and assembly occupancies; visiting hazardous sites to assess levels of hazard; responding to various requests from city, state, and governmental agencies in the enforcement of fire codes.

  • Operating equipment used in advanced plan checking and inspections which include: engineering calculators, drafting tools, pressure devices and hydrocarbon analyzers.

  • Attending meetings and predevelopment proposals with city personnel, architects, engineers, and developers regarding fire and life safety code application and interpretation.

  • Writing letters of intent to cite, issues administrative/misdemeanor citations; functioning as a peace officer in the enforcement of fire and life safety codes.

  • Performing administrative staff work involving research, analysis, and policy drafting.

  • Attending industry seminars, professional classes, roundtables, and other conferences to keep abreast new trends, code updates, and innovations in the fields of fire prevention, and inspection.

Knowledge of:

Principles and practices of fire prevention and fire code enforcement;

Applicable Federal, State, and Local codes, amendments, laws, regulations, and ordinances;

Hydraulic calculation methods used to check water and fire protection system installations;

Building construction principles;

Automatic fire protection and alarm systems and equipment;

Standards used in the storage, handling, and disposal of hazardous materials, explosives, highly flammable materials, and other toxins used in industrial settings;

Hazardous materials, chemical chain reactions, and fire behavior;

Fire hazards and related prevention and abatement methods;

Occupational hazards and standard safety practices;

Public relations principles;

Construction development procedures;

Safe driving principles and practices.

Skill in:

Using a computer and related software applications;

Reading and reviewing plans;

Performing life safety and prevention inspections;

Drafting and drawing functional graphics and diagrams;

Interpreting and applying applicable codes, amendments, laws, regulations, and ordinances;

Performing research and analysis;

Coordinating public educational events;

Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Minimum Qualifications

Training and Experience:

Level I:

High School Diploma, or General Equivalency Diploma (G.E.D.), and coursework in Fire Prevention plus one year experience in plan checking or review, related construction activities, or engineering technician work involving plans and drawings; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. AA or AS degree in Fire Science preferred.

Licensing Requirements:

  • Valid California Driver's License

  • California State Fire Inspector I, or equivalent, is preferred

Level II:

In addition to the above experience, two years experience in plan checking or review, related construction activities, or engineering technician work involving plans and drawings; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements:

  • Penal Code 832 Certification within one (1) year of hire

  • Valid California Driver's License

  • California State Fire Inspector II

Cafeteria Health Plan

The City provides an amount equal to the high median of the medical monthly premiums of all CalPERS medical plans available in San Diego County to plan participants. The amount received is determined by the level of coverage selected. The 2024 annual maximum is $27,175.92($1,132.33 twice monthly), toward the purchase of qualified benefits on a pre-tax basis under the City's Section 125 Cafeteria Benefits Plan. The remaining balance is available as additional income, up to $7,900.08 per year ($329.17 twice monthly).

457 Deferred Compensation

The City offers a 457 and/or 401(a) deferred compensation. These accounts are voluntary and employee funded.

Life, Accidental Death and Dismemberment Insurance

The City provides Basic Group Term Life Insurance, Accidental Death and Dismemberment (AD&D). Group Term Life Insurance is equal to 1x your basic annual earnings up to a maximum of $150,000. AD&D is up to the amount of your Group Term Life Insurance.

Short-Term Disability Insurance (STD)

STD benefits are 70% of your weekly earnings up to a maximum of $3,500 per week.

Long-Term Disability Insurance (LTD)

LTD benefits are 66% of monthly earnings up to a maximum of $8,000 per month. San Dieguito Water District employees pay for their LTD premium.

Sick Leave

Employees accrue nine (9) hours of sick leave for each calendar month of paid status (4.153 hours per pay period). New employees are granted a beginning balance of (9) hours. Less than full time employees accrue sick leave in an amount prorated by FTE status. Accrued sick leave carries over from year to year.

Employees earn vacation hours based on the following years of service:

Credit is given to new employees for related continuous prior public service employment at the rate of one year for every two years worked.

Paid Leave for Family Member Illness

Each new full-time employee is granted a beginning balance of fourteen (14) hours of paid time off to attend to family member(s) in need of the employee's assistance in times of illness or parental leave to bond with a new child; 1.3846 hours of additional paid leave is accrued each pay period. The maximum accrual is about eighty three (83) hours.

Parental Leave (Baby Bonding)

Employees who qualify for California Family Rights Act (CFRA) baby bonding will be eligible for twelve (12) weeks of employer paid leave. Available leave is prorated based on FTE status.

General Election Leave

Employees shall be provided a half day of paid leave to vote at the employee's polling location or a full day of paid leave to volunteer for the County Registrar of Voters for a General Election.

Holiday Closure

Each year, City Hall is closed from Christmas Eve through New Year's Day.

Holidays

Employees receive thirteen (13) fixed holidays and five (5) floating holidays (45 hours) per fiscal year.

Employee Assistance Program (EAP)

Confidential services are available to employees and household members to assist with personal and professional issues. Five sessions per issue are available each calendar year.

Computer Purchase Program

The City will loan employees who successfully complete the probationary period of employment an interest free loan of up to $3,000.

Tuition Assistance

Eligible employees may receive up to $1,200 in reimbursement per fiscal year for approved coursework tuition, required textbooks and registration.

Social Security and Medicare

The City does not participate in the Social Security program. The City and employees each pay 1.45% to Medicare Insurance.
