Under administrative direction of the Fire Chief, assists in planning, directing, managing, and overseeing day-to-day activities and operations of the Fire Department including fire suppression, fire prevention, emergency medical services, hazardous materials response, disaster preparedness, and related programs, services, and operations.

This is an "at will" position that serves as a direct report to the Fire Chief. This position serves at the pleasure of the City Manager and shall not be entitled to the rights of the grievance and appeal.

  • Regular attendance is required to perform the duties of this position.

  • Participates in managing the development and implementation of departmental goals, objectives, and priorities for each assigned service area and development of tactical objectives to reach said goals.

  • Recommends and administers departmental policies and procedures.

  • Responds to fire and EMS alarms as needed; May assume command if deemed necessary.

  • Reviews division performance and effectiveness in assigned areas.

  • Provides highly responsible and complex administrative support to the Fire Chief.

  • Coordinates the information gathered and work accomplished by various officers.

  • Assigns officers to special assignments as the needs arise for their specific skills.

  • Assures that personnel are assigned to shifts or working units which provide optimum effectiveness in terms of current situations.

  • Supervises and coordinates the preparation of assigned portions of the annual budget.

  • Directs the implementation and administers budget in assigned area.

  • Plans for and reviews specifications for new or replaced equipment in assigned area.

  • Directs the development and maintenance of systems, records and legal documents that provide for the proper evaluation, control and documentation of fire department operations in assigned area.

  • Carries out duties and monitors operations of the division in conformance with Federal, State, County and City laws and ordinances.

  • Assists with the development of department personnel.

  • Maintains department discipline and the conduct and general behavior of assigned personnel.

  • Prepares and submits periodic reports regarding the department's activities, and prepares a variety of other reports as appropriate.

  • Attends conferences and meetings to keep abreast of current trends in the field.

  • Represents the Fire Department in a variety of local, county, state, and other meetings.

  • Cooperates with other municipal and volunteer fire departments and various law enforcement officers as appropriate where activities and incidents demand.

  • Acts as Fire Chief during absence of Fire Chief, as assigned.

NON-ESSENTIAL DUTIES

  • Meets with elected or appointed officials, other law enforcement officials, community and business representatives and the public on all aspects of the department's activities.

  • Performs the duties of subordinate personnel as needed.

  • Conducts and coordinates promotional and hiring processes, when assigned.

  • Serves as a member of various employee and department committees

This position is subject to the City of Hobbs' Drug and Alcohol Testing Policy which includes one or more of the following: pre-employment testing, post accident testing, random testing, reasonable suspicion testing, return to duty testing and follow-up testing.

MINIMUM QUALIFICATIONS

Education and Experience:

Associates Degree in Fire Science, Fire Prevention and Safety Technology, Emergency Medical Services, Fire Protection Administration, Public Administration, or related field held at time of hire or achieved within the first two years post selection. Ten (10) years of compensated experience in EMS, fire prevention, and suppression, including three (3) years at the rank of Captain or above.  An equivalent combination of education, training, and experience may be considered on a year to year ratio.

Knowledge, Skills, and Abilities:

  • Considerable knowledge of modern fire suppression, prevention and emergency medical services principles, procedures, techniques, and equipment.

  • Considerable knowledge of applicable laws ordinances, departmental standard operating procedures and regulations.

  • Practical knowledge of modern training and educational instruction techniques.

  • General knowledge of public relations.

  • Ability to train and supervise subordinate personnel.

  • Ability to perform work requiring good physical condition.

  • Ability to communicate effectively orally and in writing.

  • Ability to establish and maintain effective working relationships with subordinates, peers and supervisors.

  • Ability to exercise sound judgment in evaluating situations and in making decisions.

  • Ability to give verbal and written instructions.

  • Ability to meet the special requirements listed below.

SPECIAL REQUIREMENTS

  • Residency requirement: Must reside in a primary residence within 5 miles from the city limits of the City of Hobbs.

  • Maintain insurability and operate city vehicles in accordance with insurance policy

  • Performs other duties as assigned.

TOOLS AND EQUIPMENT USED

Ambulance, fire apparatus, fire pumps, hoses, and other standard firefighting equipment, ladders, first aid equipment, radio, phone, camera, video equipment, personal computer including word processing and data base software.

LICENSING AND CERTIFICATIONS

  • Valid state class E Driver's License within 6 months of hire.

  • Must possess a NRAEMT or state equivalent or higher required.

  • IFSAC Fire Instructor I

  • IFSAC Fire Officer I

  • IFSAC Fire Officer II, or obtain within one (1) year of assignment

SUPERVISION RECEIVED

Works under the general guidance and direction of the Fire Chief.

SUPERVISION EXERCISED                                                           

Exercises supervision over multiple divisions of the Fire Department. Supervises all officers directly and through subordinate supervisors.

The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 100 pounds.   Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The employee will be required to participate in the mandatory physical fitness program as outlined in the Hobbs Fire Department Fitness Policy.

WORK ENVIRONMENT

While performing the duties of this job, the employee primarily works in office, vehicles, and outdoor settings, in all weather conditions, including temperature extremes, during day and night hours.  Work is often performed in emergency and stressful situations.  Individual is exposed to hearing alarms and hazards associated with fighting fires and rendering emergency medical assistance, including smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents and oils.

The employee occasionally works near mechanical parts and in high, precarious places; and with explosives and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration.

The noise level in the work environment is usually quiet in the office, and loud in the field.
