GENERAL STATEMENT OF DUTIES:  Responsible for the overall direction of the fire department operations and administration in the absence of the Fire Chief.

SUPERVISION RECEIVED: Works in coordination with and under the general direction of the Fire Chief.

SUPERVISION EXERCISED:   Responsible for the daily supervision of staff officers and administrative support staff. Assumes direction of the Fire Department as required.

  • Assists the Fire Chief in planning, coordinating, supervising, and evaluating Fire operations.

  • Assumes full administrative responsibility for the Department in the Chief's absence.

  • Assists the Fire Chief in periodically updating department policies, procedures, and guidelines.

  • Responds to fire, medical, and other emergency calls as necessary and may assume command and direct activities under the department's jurisdiction and authority.

  • Evaluates and reviews performance to assess departmental training needs. Assists in the career development of all department personnel.

  • Assists the Fire Chief with recommendations for hiring and promoting departmental staff/officers and participates in the administration of disciplinary action to department staff.

  • In collaboration with the Fire Chief, oversees subordinate staff by providing work direction, resolving problems, preparing shift schedules, and setting deadlines to ensure completion of operational functions and established goals/objectives.

  • Assists the Fire Chief with the development and management of the Fire Department budget.

  • Organize emergency services for special events conducted within the city.

  • Meets with elected or appointed officials, other Fire officials, community and business representatives and the public on all aspects of the Department's activities.

  • Participates in contract negotiations with the applicable fire department bargaining units as directed. Assists in handling grievances and administering departmental discipline. Works to ensure appropriate conduct and general good behavior of assigned personnel.

  • Represents the Fire Chief at meetings when necessary.  Serves on boards and committees in the City as required.

  • Attends conferences and meetings to keep abreast of current trends in the field; represents the Fire Department in a variety of local, county, state, and other meetings.

  • Performs other related duties as assigned.

MINIMUM ENTRANCE REQUIREMENTS:

  • Five (5) years of experience in fire or emergency medical service work, two (2) years of which must have been equivalent to Fire Lieutenant or higher.

  • Thorough knowledge of modern fire suppression, prevention, and emergency services, principles, procedures, techniques, and equipment.

  • Considerable knowledge of applicable laws, ordinances, departmental standard operating procedures, and regulations.

  • Skill in the operation of the listed tools and equipment.

  • Ability to successfully pass drug screening, physical and psychological evaluations.

NECESSARY SPECIAL REQUIREMENT:

  • Must possess a valid State of Michigan Driver's License with Commercial Driver's License endorsement or certification of Emergency Vehicle Accident Prevention Program (EVAP) without record of suspension or revocation in any state.

  • No felony convictions or high court misdemeanors.

  • Willingness and ability to report to an emergency scene at any time, including weekends, evenings, or nights.

  • Ability to read and write the English language.

  • Ability to meet departmental physical standards.

TOOLS AND EQUIPMENT USED:

Emergency medical aid unit, fire apparatus, fire pumps, hoses and other standard firefighting equipment, ladders, first aid equipment, radio, pager, personal computer, and phone. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Reasonable accommodation may be made to enable individuals with disabilities to perform the essential duties.

While performing the duties of this job, the employee is frequently required to sit, talk, hear, stand, walk, use hands to finger, handle or operated objects, tools or controls, reach with hands and arms.  The employee is occasionally required to climb or balance, stoop, kneel, crouch or crawl, taste and smell.

The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 100 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
