The City of Pierre is looking for a self-directed individual with strong motivation and willingness to take initiative in the position of Deputy Finance Officer to help lead the City's Finance Office in achieving financial reliability and transparency. This position is ideal for an analytical and detail oriented candidate that is looking to be a part of a fast-paced, diverse, and hands-on team environment. The Deputy Finance Officer is responsible for the accounts receivable processing, monthly bank reconciliations, inventory processing, journal entry processing, accurate general ledger analysis, monthly sales tax submission to State, review and approve weekly A/P invoices, and monthly Departmental financial reports. Successful candidate will be instrumental in managing the fixed asset inventory, annual inventory verification process, and year-end comprehensive annual financial report. As second-in-command of the City Finance Office, in the absence of the Director, the Deputy is also responsible for Director duties including keeping the Mayor and City Administrator promptly informed of all pertinent matters, assist with customer complaints or concerns, and coordinating the Tuesday night commission Meeting.

DEPARTMENT: Finance Office, City of Pierre

JOB SUMMARY: Under the direct supervision of the Finance Officer, is responsible for updating and maintaining accounting records, cash management, business licensing, inventory, accounts receivable and financial reporting. This position is exempt from the Fair Labor Standards Act.

MAJOR DUTIES:

  • In the absence of the Finance Officer, performs the duties required of the Director as assigned, including keeping the Mayor and City Administrator promptly informed of all pertinent matters. Coordinating the Tuesday night commission Meeting, including preparing agenda, attending meetings, and keeping record of proceedings.

  • Serves as City Accountant: maintains current and accurate general ledger; analyzes accounts for the nature and accuracy of transactions and prepares and posts adjusting entries; manages accounts receivable process, manages inventory process, and business licensing application and renewal process; monthly bank reconciliations, monitoring bank account balances and prepares transfers as needed.

  • Perform Monthly Sales Tax Remittance to State of SD.

  • Review and approve weekly invoice claims for payment.

  • Perform oversight and review of Finance Officer accounting work.

  • Assists in the preparation of the annual budget, annual general ledger at fiscal year-end; reports for the Finance Officer, City Administrator, Mayor, City Commission, and Department heads.

  • Assist in preparation of monthly, quarterly, and annual financial reports. Prepares special financial analyses as requested.

  • Assists Finance Officer in monitoring and reconciling Fixed Asset Inventory. Assists with annual inventory of all City property.

  • Provide assistance with the audit of department funds and external auditors by providing needed data and responding to inquiries.

  • Assist finance Officer with monitoring and researching existing and new legislation to ensure compliance with federal, state, and local legislation. Monitor fiscal policies, procedures, and activities to ensure compliance with directives, resolutions, ordinances, and state and Federal laws, regulations, or guidelines. Reviews and monitors goals, objectives, and current fiscal programs of the division and recommends appropriate changes. Monitors and reviews effectiveness of fiscal techniques and polices.

  • Position requires frequent contact with fellow employees and public with the need to communicate orally and in writing and where tact, diplomacy, and confidentiality are required. Establish and maintain good liaison with other employees, departments, the public and administration. Communicates the necessary information and guidance to ensure prompt and courteous responses to complains and concerns.

  • Assist occasionally with answering incoming calls and customers. Deal effectively with co-workers and the general public to maintain objective approaches to problems under unfamiliar and unpleasant conditions.

  • Able to reason logically and make sound decisions under pressure and public criticism.

  • Attends meetings, training, and seminars as deemed appropriate and needed.

  • Assists Finance Officer and Election Manager with elections.

  • Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of governmental accounting and Generally Accepted Accounting Principles (GAAP) and bookkeeping practices; relevant Federal, State, and local laws and regulations; governmental auditing principles and practices.

  • Skill and ability to accurately process financial data, information records and reports, organizing and analyzing information using computers, accounting software, spreadsheets, word processing systems.

  • Skill in performing detailed and complex mathematical calculations and reports.

  • Skill in using modern office equipment as computers, fax machine, copier, and telephone and proficient with 10-key.

  • Considerable knowledge of effective methods of contemporary finance/accounting administration and finance office procedures; Skill and ability to reason logically and make sound accurate decisions and to organize and carry out assigned financial work programs and maintain effective work relationships with employees and the general public, to work under pressure and public criticism, and able to follow both oral and written instructions, and to deal tactfully with personnel and public.

SUPERVISORY CONTROLS: The Finance Officer assigns work in terms of very general instructions. Completed work is spot-checked for accuracy, compliance with procedures, and the nature and propriety of final results. Deputy will provide oversight and review of Finance Officer accounting work.

GUIDELINES: Guidelines include state laws, government accounting standards, Generally Accepted Accounting Principles (GAAP), audit standards for local governments, accepted data processing techniques, and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY: The work consists of varied accounting, and administrative functions and considerable interaction with City staff and the public. The need for accuracy and attention to detail while working on multiple projects contributes to the complexity of the work.

SCOPE AND EFFECT: The purpose of this position is to maintain accurate accounting records of city financial transactions and to coordinate the data processing of financial information and transactions for the city. Successful performance helps ensure the accuracy of financial information provided to all city departments and outside organizations.

PERSONAL CONTACTS: Contacts are typically with Finance Officer, co-workers, department heads and other city employees, bank personnel, vendor representatives, citizens or customers, and auditors.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.

WORK ENVIRONMENT: The work is typically performed in an office. Annual inventory and capital asset counts and verifications are performed in the field of each City Department. Work environment is moderately noisy.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: In the absence of the Finance Officer this position will supervise the Finance Office.

MINIMUM QUALIFICATIONS:

Graduation from accredited college or university with a bachelor's degree in Accounting and 2 years' experience in Governmental Accounting or an equivalent combination of education and experience. CPA Preferred.

  • Ability to be bonded.
