Basic Function To provide executive direction for the overall program management operations in support of engineering and construction of major capital projects.
Example Of Duties Directs the development, implementation, administration and review of Metro's quality programs, policies and procedures Enforces quality program guidelines, standards, and procedures Monitors activities of the department to ensure conformance with goals and objectives of reporting unit and eliminate impediments to peak performance Establishes and implements short- and long-range goals, budgets, schedules, and strategies Identifies quality problems, then recommends and monitors solutions Analyzes and develops appropriate quality staff levels within engineering management and construction management contracts Authorizes the stopping of work or shipments that do not meet quality standards Reports to management on quality program performance measures and effectiveness Negotiates and manages consultant contracts; monitors and evaluates work of consultants, contract personnel, and vendors Briefs executive staff and the Board of Directors, as necessary Directs all quality activities involving federal oversight of transit and highway project delivery, and regional rail projects Represents Metro at meetings, conferences, and public events Chairs and participates in various committees and task forces Directs the conducting of studies, investigations, and analyses at the direction of executive staff and Board of Directors, including reports of findings and recommendations Supervises subordinate staff Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all subordinate employees Contributes to ensuring that the EEO policies and programs of Metro are carried out Requirements For Employment Bachelor's degree - Engineering or other related field 5 years' senior management-level experience in administering quality management programs for major capital projects Preferred Qualifications Due to the competitiveness of the recruitment, consideration may be given to those candidates who demonstrate the following additional qualifications:
Professional certificates/licenses: State of California registration as a Professional Engineer Master's degree in Engineering or other related field Experience working on large transportation engineering and construction projects

Knowledge:
Theories, principles, and practices of quality management and improvement and standards related to rail design, construction, and start-up operations Inspection and materials/systems testing principles and techniques Contract negotiation and administration Applicable local, state, and federal, laws, rules, and regulations governing requirements and standards of quality management for a public transportation agency Abilities:
Direct the overall activities of major organizational functions Communicate effectively orally and in writing Represent Metro before the public, Board of Directors, and federal oversight agencies Prepare comprehensive reports and correspondence Analyze situations, identify problems, recommend solutions, and evaluate outcome Plan financial and staffing needs Compile, analyze, and interpret complex data Determine strategies to achieve goals Establish and implement policies and procedures Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements Exercise judgment and creativity in making decisions Interact professionally with various levels of Metro employees and outside representatives Supervise subordinate staff Travel to offsite locations within a reasonable timeframe Read, write, speak, and understand English Selection Procedure Applicants who best meet job-related qualifications will be invited to participate in the examination process that may consist of any combination of written, performance, or oral appraisal to further evaluate job-related experience, knowledge, skills and abilities.
