Job Duties

For more than 35 years, the Virginia Lottery has been building an amazing organization committed to growth and giving back - and having fun while doing it. Operating entirely on revenue from game sales, rather than tax dollars, the Virginia Lottery generates more than $2.0 million per day for Virginia's K-12 public schools. The Virginia Lottery also licenses and regulates casino gaming and mobile sports betting.

The Virginia Lottery, an independent state agency, is currently seeking a Deputy Executive Director of Gaming Compliance to lead its Gaming Compliance Department.

The Deputy Executive Director of Gaming Compliance will:

  • Be responsible for assisting in the administration and enhancement of the agency's comprehensive, multi-faceted gaming regulation operations.

  • Ensure that casino and sports wagering are conducted in strict compliance with laws and regulations set forth in Virginia Code, to include licensing, compliance, investigations, auditing, systems, personnel, and gaming laboratory operations.

  • Establish strategic direction for and oversee all activities of the Compliance division to ensure integrity of the agency, that all assets are appropriately safeguarded, and that designated activities/processes are completed in accordance with applicable laws, regulations, and guidelines.

  • Establish, direct and oversee all activities of the Licensing Department, to include Licensing, Investigations, and Enforcement.

  • Establish, direct and oversee all activities of the Compliance Department.

  • Establish, direct and oversee all activities of the Gaming Laboratory Department.

  • Serve as member of the Lottery's Executive Leadership team.

  • Perform miscellaneous duties as assigned/required.

Minimum Qualifications

The person selected for this position will have:

  • Bachelor's Degree from an accredited 4-year college or university in Business Administration, Criminal Justice, or related field.

  • Ten years extensive experience in progressively responsible casino regulation operations supervisory or management positions.

  • Demonstrated completion of continual training commensurate with positions held.

  • Considerable leadership experience in various casino and sports betting licensing, compliance, and gaming laboratory regulation operations.

  • Demonstrated ability to manage, supervise, and direct the work of both law enforcement/security/compliance/audit professionals and paraprofessionals.

  • Demonstrated ability to lead project teams involving multiple disciplines of work units, conduct investigations, and work cooperatively with other law enforcement agencies.

  • Excellent communication skills (oral and written).

  • Ability to build effective working relationships with diverse groups of people and officials.

  • Proficient in desktop applications such as, but not limited to, Microsoft Word, Excel, PowerPoint, and automated databases.

  • Ability to clearly document investigative findings and management reports, and to make logical and sound decisions in critical, complex, and changing situations.

  • Demonstrated ability to effectively handle multiple priorities and/or competing tasks and responsibilities.

  • Experience in strategic planning, policy and procedure development, continuity of operations planning.

A comparable amount of training and experience may be substituted for the minimum qualifications.

Additional Considerations

Preferred qualifications include:

  • Significant experience in finance, accounting, and law enforcement.

  • Considerable experience as a member of an executive management team.
