Salary range is $210k to $345k, with a midpoint of $275k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

The Deputy Executive Director of Capital Delivery Transformation will lead the effective implementation and proactive management of quality, risk, and transformation in support of the agency's expansion projects in the Capital Delivery department. Assists the DCEO, Capital Delivery and leadership team in the oversight of strategic planning and implementation of activities and operations of the department; and performs other duties as directed by the DCEO, Capital Delivery.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • MANAGEMENT OF CAPITAL DELIVERY TECHNOLOGY AND TOOLS

  • Lead ST's Project Management Information System (PMIS) effort.

  • Ensure ST's effort and tools to procure and leverage world-class capital delivery system in concert with ST's technology criteria within multiple agency departments.

  • Interface with ST's Program Oversight department and IT division (and/or technology consultants) to develop a Technology Roadmap that will track and manage all capital delivery.

  • Ensure that ST's IT department maintains a current AI Guiding Principles and Acceptable Use Policy in place for all Projects and Capital Delivery employees.

  • Perform systematic reviews of program and project management systems currently in place.

  • Recommend system enhancements and provide oversight and management, as required.

  • Ensure collaboration with stakeholders to include ST's Capital Delivery group to deploy the required Project Management Information System(s); build a secure data warehouse; and incorporate software to capture desired metrics, trending, and reporting (i.e., Power BI or similar).

  • Coordinate with ST's Capital Delivery group to capture capital delivery data within ST's internal database systems and all respective departments.

  • Develop relevant Key Performance Indicators (KPIs), report templates, and roll-up data to maintain a "real-time" dashboard that enhances Capital Delivery strategy and decision making.

  • Facilitate briefings with ST's senior management and department heads.

  • PROJECT RISK MANAGEMENT

  • Develop, implement, and oversee a Capital Delivery Risk Management and Quality Control Program aligned to ST's overall program for management of capital projects on a day-to-day basis.

  • Lead ST's teams and efforts to develop a world-class Capital Delivery Risk Management Program in concert with ST's Enterprise Risk Management Program.

  • Regularly interface with ST's Quality Management Program within the Program Oversight Department.

  • Identify project risks (i.e., financial, schedule, construction, AHJ, operational, legal, environmental, political, repetitional) and coordinate collaboratively within ST's respective departments and divisions.

  • Develop risk registers for capital projects.

  • Assess risk on a regular basis within the program and the projects: at both the qualitative and quantitative levels, ensuring service delivery, equitable outcomes, and other key project results are maintained.

  • Track and report on risk mitigation measures associated with identified risks.

  • Produce high-level risk reports that include roll-up register metrics, in concert with ST's Program Oversight Department.

  • Facilitate briefings on risk for senior management on an agreed upon cadence.

  • Collaborate with ST's department heads and senior management to assess program and project roll-up risk metrics.

  • Assess and develop process and procedures necessary to manage and/or improve project-level risk, and develop associated workflows, as required.

  • Create a Capital Delivery Business Continuity Plan(s), as required.

  • Assess ST's current program-wide Capital Delivery insurance program and associated broker, and provide strategic recommendations, as required working with the finance department and other stakeholders.

  • Provide strategic oversight, input, and management relative to active claims, as required.

  • PROJECT AND CAPITAL DELIVERY QUALITY MANAGEMENT

  • Assess and enhance Capital Delivery Program & Project Quality Control Management in concert with the agency quality management requirements.

  • Interface with ST's Quality Management Program within Program Oversight department.

  • Assess, develop, and implement program-level process, procedures, and/or workflows required to improve Capital Delivery performance and efficiency for all respective divisions.

  • Ensure that ST's Capital Delivery maintains clearly defined quality standards and specifications for construction projects based on industry best practices, regulatory requirements, and organizational objectives in collaboration with the Program Oversight department.

  • Develop comprehensive quality management plans, as required, that outline procedures, processes, and resources necessary to achieve project quality goals.

  • Establish KPIs that measure and track the effectiveness of the quality management program and provide regular reports and analysis to senior management.

  • Evaluate the performance of ST's Capital Delivery management, vendors, and contractors regarding quality-related aspects, and provide feedback and implement improvement measures, as needed.

  • Assist to furnish program such as link extensions- and/or project-level audits, as required in coordination with day-to-day quality and risk management plans.

  • PROJECT AND CAPITAL DELIVERY REPORTING

  • Ensure the development, accuracy, and consistency of reporting of project data, in close concert with program reporting led by the Program Oversight Department.

  • Provide guidance and management to ensure best-in-class Capital Delivery reporting in concert with ST's reporting requirements and processes.

  • Develop standards and requirements necessary to generate meaningful monthly reports across all Capital Delivery divisions.

  • Collaborate with ST's Program Oversight department and IT division to ensure that the PMIS provides required and accurate output for all Project and Capital Delivery reporting.

  • Prepare monthly reports and/or presentation material for senior management, as required. This will include status updates, performance metrics, key milestones, etc., for projects within capital delivery.

  • Identify opportunities for process improvements in reporting and data management to enhance efficiency and accuracy. Collaborate in their implementation with the Strategy and Program Oversight Departments.

  • Support ad-hoc reporting requests and special projects, as required.

  • CAPITAL DELIVERY TRANSFORMATION

  • Support, review, and make recommendations to the substantial, strategic transformation surrounding ST's planning, execution, and management of capital projects.

  • Improve efficiency, reduce costs, and enhance overall delivery outcomes in concert with ST's initiatives and processes.

  • Provide strategic review and analysis of the following Capital Delivery components for senior management, as directed and may include:

  • Strategic Planning: Alignment of Goals and Objectives

  • Digitalization and Technology Integration

  • Risk Management

  • Process Optimization

  • Performance Monitoring and Reporting

  • Pre-Qualification and Management and vendors and subcontractors

  • Organizational Strategy

  • Change Management

  • Continuous improvement for all aspects and management of Capital Delivery

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Project Management, IT, Quality Management, Transportation or closely related field. At least ten years of experience working on large complex capital programs; Or an equivalent combination of education and experience. Eight years of leadership, budgetary, planning and workforce management experience.

Required Knowledge and Skills:

  • Leading efforts to use systems and data to produce quality reporting for assessing and improving the performance of highly complex and large capital delivery program.

  • Experience leading risk, quality, reporting, and related duties.

  • Demonstrated experience establishing, strengthening, and/or maintaining a quality culture within a complex, asset-intensive organization.

  • Technology and tools related to project management information systems.

  • Researching, analyzing, and evaluating new service delivery methods and techniques.

  • Risk assessment and management and strategic planning.

  • Forecasting potential nonconforming quality trends with design and construction by leveraging data.

  • Contract and procurement strategies and management principles.

  • Applying advanced project management techniques and principles.

  • Working cooperatively with other departments, agency officials, and outside agencies.

  • Developing and monitoring divisional and project operating budgets, costs, and schedules.

  • Ensuring equity is embedded in program systems, tools, methods, and behaviors.

  • Supervising, leading, and delegating tasks and authority aligned to an organization's values.

Preferred Knowledge and Skills:

  • ISO 9001 Experience.

  • Comfortable with rapid pace and changing technology.

  • Establishment of cross-functional partnerships with various departments within the organization.

Physical Demands / Work Environment:

  • Work is performed in a hybrid office and field environment.

  • Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
