DEPUTY EMERGENCY MANAGEMENT COORDINATOR

PAY PLAN: 121 - $ 53,017.00 minimum salary, or as per Compensation Policy Promotional Method.

SECTION I-JOB DESCRIPTION

SUMMARY:

Under direction of the Emergency Manager, is responsible for planning, implements emergency response programs; files required reports with the State; coordinates implementation of common or related services between Cameron County and various local, state, and federal agencies; must be able to be licensed through the Texas Commission on Law Enforcement (TCOLE) and Texas Commission on Fire Protection (TCFP) as a police officer and an arson investigator; license will be carried under the Cameron County Fire Marshal Service authority; will be on call for fire investigation duties; serve as County representative at meetings, consults with State Officials and staff on intergovemmental issues; informs general public of County and community services; and performs all other tasks as assigned by the Supervisor.

ESSENTIAL FUNCTIONS:

  • Plans, Assists with coordination and activities of the Cameron County Emergency Management Office;

  • Implements the Cameron County Emergency Management Plan;

  • Updates and modifies the Cameron County Emergency Management Plan;

  • Coordinates emergency exercises and events and conducts training sessions;

  • Develops and conducts emergency management classes for volunteer fire departments, schools and other organizations;

  • Responds to fire inquires and makes referrals to State Fire Marshal or Emergency Fire District Providers;

  • Coordinates with VOAD's after a disaster and acts as a liaison between the County, State and Federal partners;

  • Plans and maintains emergency operation centers for key officials to continue government operations in the event of an emergency;

  • Coordinates volunteer staff in response actions to emergency situations with Cameron County;

  • Identifies and coordinates implementation of common or related services between Cameron County and various local, state, and federal agencies.

SECTION II-JOB REQUIREMENTS

EDUCATION AND EXPERIENCE:

Graduate from an accredited college or university, Bachelor's degree preferred, knowledge of emergency and disaster procedures and/or public or private sector professional level experience in a related field; or an equivalent combination of education and experience. Licensed police officer or complete within 1 year of employment, through the Texas Commission on Law Enforcement. Licensed fire inspector and arson investigator through the Texas Commission on Fire Protection preferred.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of local government operations; emergency and disaster statues; good knowledge of emergency and disaster-recovery procedures. Skill in working with volunteers; skill in directing response actions to emergency situations.

Ability to communicate effectively, both verbally and in writing; ability to operate personal computer; ability to establish and maintain effective working relationships with Elected/Appointed Officials, Division/Department heads, co-workers, County employees, other government agencies, outside organizations, volunteers and the general public. Ability to remain flexible under high-pressure situations and ability to prioritize tasks to ensure maximum effectiveness.

SPECIAL REQUIREMENTS:

Must have a valid driver's license. May be required to travel and work more than 40 hours during the workweek and required to be on call 24 hours a day.

Must complete the Emergency Management Professional Development Series. Licensed police officer or complete within 1 year of employment, through the Texas Commission on Law Enforcement

PHYSICAL DEMANDS:

Physical requirements include occasional lifting/carrying of 45-50 lbs.; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate emergency equipment and computer keyboard. Subject to balancing, walking, smelling, reaching, pushing and twisting to perform the essential functions. Working conditions are inside and outside with exposure to temperature variations, burned and damaged buildings and structures, insect and animal bites, rough terrain, poisonous plants, hazardous materials, sewage, damp or wet surfaces, dust and unfavorable fumes and vapors.

SECTION III-JOB DIMENSIONS

CONTACTS:

Assist with significant issues with city and volunteer fire department contract agreements; issues dealing with emergency operations; tact and diplomacy when dealing with County employees, government agencies, outside organizations, volunteers and the general public; Coordination of emergency situations; general program information such as hurricane preparedness, fire prevention, and emergency management procedures.

External Contacts: Frequent contact with other government agencies, outside organizations, news media, volunteers and the general public. Communication is primarily face-to-face and via telephone and e-mail.

Internal Contacts: Constant contact with Department Heads and Elected/Appointed Officials and frequent contact with other County Employees. Communicating is primarily face-to-face, via telephone and through written communication.

RESPONSIBILITY:

Completes work assignments and training for the department. Job has critical impact on County and department operations, budget and public image.

Directly responsible for the safety of self, employees, volunteers and the general public. Primary responsibility for the proper and safe operation of fire and emergency equipment. Job responsibilities include handling of confidential information/documents such as arson evidence found at fire scene.

DIFFICULTY:

Uses discretion to achieve work goals. Initiative is constantly required to achieve work goals. Decisions are made regarding long-range goals and priorities, project planning, group-work scheduling and individual-work priorities.

GUIDANCE:

Employee receives general direction when performing the essential functions. Employee develops unique solutions for completing work assignments working within the bounds of common business practices.

WORKING CONDITION:

Working conditions are indoors and outdoors.

This position is subject to a one (1) year probationary period prior to Civil Service eligibility; Must submit to Civil Service Law Enforcement Exam.
