PRIMARY FUNCTIONS

This is a new position as of July 1, as part of a new division within the Economic Development Administration supporting housing and neighborhood development. The Mayor's FY25 budget includes an new initiative for the Livable City Initiative, which will be re-focused on core regulatory programs.

This Deputy Administrator position will clearly position the significance of the affordable housing space and build capacity for new development both directly and indirectly with the City's development partners. Other essential duties relate to CDBG (Community Development Block Grant) program administration for non-Community Service Administration projects, management of the real-estate owned portfolio and certain neighborhood commercial programs.

This is a highly responsible professional and administrative position similar to a department head for very specific activities in the housing and neighborhood development space.

Work involves responsibility to plan and deliver on a broad mission to expand housing opportunities in the city with a focus on the affordable and supportive market. Work is performed under the supervision of the Economic Development Administrator with considerable latitude for the exercise of independent judgement.

TYPICAL DUTIES AND RESPONSIBILITIES

Supervises professional staff in the carrying out of complex development projects.

Acts as Project Manager on key development projects.

Represents the Office in meetings with federal and state officials, private developers, and representatives of local public and private sectors. Assists in personnel selection, supervision, management, and development for the department. Oversees budget development and administration for the department.

Assists Administrator in program planning, policy development and execution. Supervises office operations and procedures and other related administrative functions. Designs and implements strategies for communicating the department's work to the public, including relations with media, business, universities, and other public entities.

Acts as staff to the New Haven Development Commission and/or any other City entities regarding the development of a positive socio-economic environment. Acts as liaison with other government or private sector economic development entities. Communicates with, and supervises the work of, outside consultants on various economic development projects.

All programs are all transparent and available for public inspection. Position requires close coordination with counsel during negotiations, financial data and preservation of draft / working documents during negotiation phases of work. Supervises staff of the New Housing & Neighborhood Services Division. Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited four-year college or university with major course work in public or business administration, economics, finance, or a closely related field; and 5 - 7 years of experience in administration, and policy development, including at least three (3) years supervisory experience; or any combination of training or experience which provides the following knowledge, abilities, and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

Considerable knowledge of the principles and practices of designing and delivering an economic development program for an older City. Considerable knowledge of the principles and practices of designing and delivering a housing and neighborhood development program (with particular emphasis on affordable housing). Considerable knowledge of the factors influencing development decisions and of the principles and practices of real estate development, financial analysis, gap financing and related functions associated with project delivery.

Thorough knowledge of municipal governmental structure and intergovernmental relations. Considerable knowledge of the principles and practices of public administration, including understanding of basic methods of personnel, budget, and project management. Ability to analyze a variety of administrative problems, to make recommendations for their solution, and to put recommendations into effect.

Ability to review, analyze, and interpret quantitative and qualitative data and to identify gaps and program enhancements. Ability to direct and coordinate the work of subordinates and to effectively utilize staff resources. Considerable knowledge of modern communication techniques, and the ability to establish effective relationships with media personnel.

Knowledge of Microsoft Office Suite (Word, Excel, Outlook) at an intermediate level, Ability to establish and maintain effective working relationships with colleagues, officials, public and private sector representatives, civic organizations, the public, and other stakeholders. Ability to express ideas effectively both orally and in writing. Ability to speak and make presentations before large groups and prepare materials for others to deliver before large groups.

Ability to operate independently and productively with limited supervision and carry out general instructions of superiors effectively and to manage projects and meet deadlines. Ability to manage major development projects with capacity to address real-time unforeseen conditions, analysis of gap financing requests, project financial analysis and other aspects of work. Ability to administer multiple agreements, often with competing timelines, to ensure contract compliance.

NECESSARY SPECIAL REQUIREMENTS

Possession of and ability to maintain a valid State of Connecticut driver's license.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a 'General Fund' tested position. Listed salary includes 3% increase effective 07/01/2024.

This position covered by the Executive Management & Confidential Employee Policy, available to review HERE. Hires into this class shall not be covered by the City pension but shall continue to be covered by Social Security; additionally, employee will contribute 7.5% of base pay into a defined contribution plan. Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City's Drug Free Workplace Policy*, and (3) a 90-day probationary period.
