The Health Care Authority's Division of Behavioral Health and Recovery (DBHR) is seeking a Deputy Division Director of Prevention, Treatment, and Recovery (PTR) to lead the development and implementation of state and federally funded behavioral health programs. This position will provide high-level supervision and oversight to the DBHR Prevention Section, Treatment and Recovery Section for individuals Prenatal-to-25 (P-25) years of age, and the Unit working on the Washington State Opioid Response Plan. This role also involves high-level policy analysis and direct support to the Division Director. The position offers part-time telework flexibility and the ability to influence behavioral healthcare in Washington State!

About the division:

The HCA Division of Behavioral Health and Recovery (DBHR) supports substance use disorder prevention, intervention, treatment, and recovery services, as well as mental health promotion, intervention, treatment, recovery support, and problem gambling treatment services for all Washingtonians, regardless of insurance. With approximately 200 staff members and ongoing expansion, DBHR aims to support healthy lifestyles, recovery, and resiliency while reducing the stigma associated with substance use disorders and mental illness. Additionally, DBHR promotes the integration of behavioral health and primary care programs and fiscal management.

About the position: 

Reporting directly to the Director of the Division of Behavioral Health and Recovery (DBHR) and serving on the executive management team, the Deputy Division Director of Prevention, Treatment, and Recovery develops and implements strategic state and federally funded behavioral health initiatives and programs. This role provides high-level policy analysis and direction, supervises a professional team, and interprets and implements policies related to state and federal regulations. The position also provides strategic direction for program development and leads coordination efforts across multiple internal HCA divisions as well as state, and federal agencies. The position also works closely with the Office of Tribal Affairs to ensure the success of community mental health, substance use, and problem gambling services, including collaboration with 29 federally recognized tribes and six recognized American Indian organizations.

This position is eligible to telework part-time but is frequently required to report on-site and will require regular intrastate travel and occasional out-of-state travel to meet business need. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Some of what you will do:

The scope of impact of this position is statewide and directly impacts public safety, as well as behavioral and public mental health, substance use disorder, and problem gambling service delivery systems. This position directly contributes to the mission by providing leadership and coordination for improving the behavioral health system of care and improving the lives of populations served.

  • Supervise Section and Unit managers who are responsible for implementing, through policy program development, statewide prevention, treatment and recovery support services for individuals ages P-25 and Opioid Response plans.

  • These activities require the position to ensure assignments are managed with efficient project management, effective communication, and coordination with SAMHSA, CMS, and other federal, state, and local entities.

  • Coordinates operational activities related to the efforts to provide integrated managed care statewide and functions as the lead communication intermediary with numerous stakeholders including the legislature when specifically discussing behavioral health prevention, treatment and recovery support services.

  • Responsible for oversight of behavioral health prevention, treatment and recovery support services involvement with lawsuits and legal settlements; granted the responsibility for the implementation of all federal and state authority needed to implement the integration of behavioral health services.

Required qualifications:

Qualifying candidates will meet one of the following criteria options:

Option 1:

Master's degree or other advanced degree in social services or public administration four (4) years of the required experience below

Option 2:

Bachelor's degree in a field identified above, and six (6) years of the required experience below

Option 3:

Ten (10) years of the required experience below

The required experience includes the following:

  • Experience working in a public behavioral health system with specific duties related to mental health, substance use disorders, problem gambling prevention, treatment and recovery support services.

  • Experience supervising and managing large work teams.

  • Direct knowledge of Washington State's community behavioral health system, including prevention, outpatient and inpatient care, systems, and coordination of treatment (e.g.: MCO's BH ASOs, Community Behavioral Health Providers, Corrections, DCRs, DDD, Department of Health, OSPI and LCB).

  • Knowledge of Washington behavioral health statutes, rules and regulations including Medicaid regulations.

  • Knowledge of the Washington State Centennial Accord and the Government-to-Government relationship with Tribes.

  • Knowledge of behavioral health managed care principles and contract issues related to federal funding, medical necessity, resource management, access, quality improvement, cultural competency, and provider contracting.

  • Knowledge of protocols and processes of the executive and legislative branches of state and local government.

  • Experience with writing, executing, and monitoring state contracts and agreements.

  • Effective written and verbal communication skills and ability to work collaboratively with multiple stakeholders including consumers, advocates, providers, state and local government officials, and/or legislators and legislative staff in the analysis, development of policies and procedures, WAC, and statute for management of publicly funded mental health services.

  • Effective data system analytical and presentation skills.

  • Ability to work collaboratively to plan, analyze, and problem solve, identify policy needs, develop goals and objectives, and use data for decision making.

  • Ability to maintain relationships, coordinate, and build consensus among internal and external stakeholders.

  • Ability to work with cross-systems to develop improved coordination of care for individuals with multiple needs.

  • Project management skills.

  • Experience in the provision and supervision of mental health, substance use disorders, and problem gambling prevention, treatment and recovery support services within Washington's public behavioral health system.

Preferred qualifications:

  • Master's degree or other advanced degree in public health, public administration, or related field Project Management certification.

  • Knowledge of State of Washington's behavioral health system, including key partnerships with Behavioral Health Administrative Service Organizations, Managed Care Organizations, Accountable Communities of Health, Tribal Behavioral Health Systems, community behavioral health providers, crisis and commitment regulations and services, and pertinent RCW and WAC.

  • Experience and demonstrated ability to make data-informed decisions and conduct data-based program planning and services.
