General Overview of Position

The City of Kenosha's population is 100,000 and is the fourth largest city in Wisconsin. It is conveniently located 60 milesnorth of Chicago and 40 miles south of Milwaukee on the southwest shores of beautiful Lake Michigan. Under the general direction of the Director of Public Works, this position is responsible for assisting in the management and direction of the Department of Public Works as the Deputy. Director and leading the Engineering Division as the Director of Engineering (City Engineer).

This position has direct responsibility for the planning, design and construction of engineering projects, including, but not limited to the construction of storm sewer systems, street and highway construction, and other capital improvements assigned to the division, as well as Traffic Engineering activities. Supervision is exercised over engineers, technicians, field crew and clerical support staff.

  • We are in the process of redeveloping a 107 acre brownfield site that was the home of the storied auto industry which holds a deep and rich history for the City. This site is being redeveloped into the Kenosha Innovation Neighborhood where education, business startups, commercial and residentialamenitieswill collide to form a new future forward culture for the City andcomplementthe improvements in the Uptown and Downtown neighborhoods.

  • The Uptown Neighborhood will be revitalized with new infrastructure including refreshed streetscape, updated multi-use buildings,and a new

Children's Library.

  • Kenosha is in thebeginning stages of completely changing the faceof our Downtown. Eight blocks of the Downtown are slated to be redeveloped to add significant residential, business, andtouristopportunities with high tomid risemulti-usebuildings, office buildings, hotel, community areas, and a new municipal building.

Example of Duties & Responsibilities

  • Effectively supervises and recommends the hiring, discharge, assignment evaluation, discipline, and adjustment of grievances of subordinate employees.

  • Plans and directs the activities of the Engineering Division of the Department of Public Works.

  • Furnishes technical advice to various City departments, County, State and Federal agencies.

  • Supervises the planning, design and construction of storm sewer systems.

  • Works with engineers and technicians in the design and construction of public works infrastructure projects. Directs preparation of project chronology, project specifications and bid invitations.

  • Directs field and office engineering and construction management of construction projects.

  • Reviews and directs the work of engineering consultants for compliance with contracts.

  • Recommends approval of plans requiring State agency approval.

  • Administers engineering grant-in-aid and capital improvement engineering programs and other contracts. Attends meetings and prepares reports for the Common Council, various committees and commissions, and citizen organizations.

  • Coordinates division activities with other City departments and agencies, including traffic engineering activities. Determines division need and develops division budgets.

  • Assists in preparation of the Public Works Department operating and capital improvement budgets. Responsible for the Department of Public Works in the absence of the Director.

  • Assists in the development of specifications and the purchasing of materials and equipment.

  • Responsible for the control of expenses within areas of his/her responsibility.

  • Makes recommendations for efficiency enhancements during budget and prepares necessary reports.

  • Evaluate and propose administration of department safety programs.

  • Facilitate and organize meetings related to the department functions including public, department and team meetings.

Requirements

Training and Experience:

  • Bachelor's degree from an accredited college or university with major work in civil engineering.

  • Registered professional engineer required.

  • Registration as a professional engineer in the State of Wisconsin or ability to obtain within six (6) months of start of employment required.

  • Minimum five (5) years of progressively responsible professional public works engineering experience, at a supervisory or managerial level; or an equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Knowledge, Skills And Abilities:

  • Ability to manage, coordinate and control large, complex operations.

  • Thorough knowledge of modern principles and practices of public works engineering.

  • Knowledge of administrative methods, operational techniques of civil engineering, planning and public administration principles; principles and practice of administration and management.

  • Ability to plan, assign and review the work of subordinate employees.

  • Good knowledge of budgeting principles.

  • Demonstrated ability to direct and supervise public works engineering activities on a large scale and in a coordinated manner.

  • Ability to anticipate and plan for construction and maintenance requirements as related to areas of responsibility.

  • Ability to establish and maintain effective working relationships with subordinates, other agencies and the public.

  • Initiative to and resourcefulness in handl(ing) general public works engineering problems and resolve conflicts.

  • Ability to communicate both orally and in writing and to prepare comprehensive and coherent reports.

Physical Requirements:

  • Task is essentially sedentary, with occasional walking, bending, light lifting, or other restricted physical activities.

Environmental Requirements:

  • Task may require infrequent exposure to adverse environmental conditions.

Sensory Requirements:

  • Task requires oral communications ability.

Other Requirements:

  • Possession of a valid driver's license and a good driving record.

  • May be required to provide a personal vehicle for use on the job.

Method of Selection

Applicant's education, training and experience will be analyzed. Written, oral and/or typing exams may be given to determine if the applicant has the necessary knowledge, skills and abilities. Appointment to the position will be in accordance with City policy and the Civil Service Rules.
