Description of Work:

The purpose of this position is to assist the Director, to plan, develop, administer and manage the day-to-day operations of the Tarheel ChalleNGe Academy (TCA). In the absence of the Director, the Deputy Director will perform the duties of the Director and directly supervise the Lead Instructor, Management Information Specialist, Administrative Secretary, Supply Specialist, Program Coordinator, and Dining Facility Manager. The Deputy Director will develop and manage staff proficiency evaluation program.

Assist the Director in promoting a public image for the Academy. Identify and advise the Director on Local, State and Federal statutes, regulations and requirements. Responsible for budget management and all Academy Reports, to include service contracts.

 This position must demonstrate excellent customer service skills to work with a diverse population and have good organizational and time management skills.  This position must have experience establishing and maintaining effective working relationships with all levels of staff as well as the general public.  Transport and supervise cadets when participating in off-site Academy activities. The Deputy Director will also develop supervise and evaluate the Academy Physical Fitness Program.

About the Tarheel ChalleNGe Academy:

The Tarheel ChalleNGe Academy (TCA) New London is a quasi-military style resident program for at risk youth in the ages of 16-18.  Sponsored by the North Carolina National Guard, the TCA mission is to redirect the efforts of young adults who have had trouble succeeding in the normal high school environment.

 The intent is to give them the skills and attitude to become productive citizens in their communities.  The Academies are located in two different locations: Salemburg and New London, North Carolina.

It is a 17-month program divided into two distinct phases: a five-month in-residence phase at the academies, and a twelve-month post-residential phase immediately following graduation for the in-residence phase. TCA seeks to improve the life and future employment potential of its cadets by concentrating on eight core components which are: Life Coping Skills, Academic Excellence, Responsible Citizenship, Job Skills, Service to Community, Health and Hygiene, Physical Fitness, and Leadership/Followership.

This is a full time position (40 hours per week) with Benefits.

The salary grade for this position is NC12.   State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position.

 If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.  Based upon these factors, a pay increase MAY result.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

Knowledge, Skills, and Abilities:

  • Demonstrated experience of personnel and budget administration.

  • Demonstrated Proficiency in computer skills with MS Office Suite including Outlook, Word and Excel.

  • Demonstrated knowledge and experience of establishing, applying and interpreting a wide range of administrative policies and procedures.

  • Documented experience with planning, assigning and supervising the work of subordinate employees.

  • Experience in accurately interpreting or explaining information to clients/customers orally and/or in writing.

Management Preference:

  • Previous Tarheel ChalleNGe Academy experience a plus.

Necessary Special Qualifications and Requirements:

Prefer previous military or youth program experience.  Required to complete the following training provided by TCA:  Basic and Supervisor Courses; CPR (recertify every two years); Hands Off Policy Training.

Per 5 CFR 731, upon appointment, applicant must be able to obtain a favorable suitability and determination from a Tier I background investigation conducted by the Office of Personnel Management. Failure to obtain a favorable determination may result in termination of employment.

Bachelor's degree from an appropriately accredited institution and three years of experience in personnel, budgeting, research or administrative management.
