This position serves as the Deputy Director of the State Bureau of Procurement (SBOP) in the Department of Administration (DOA). The Deputy Bureau Director participates in all enterprise procurement and purchasing activities related to the acquisition of goods and services for the State of Wisconsin. The Deputy also provides oversight of agency procurement offices and delegation agreements and service agreements for agencies under Consolidated Agencies Purchasing Services (CAPS). The position serves as the SBOP point of contact with the Information Technology Executive Steering Committee (ITESC), the Division of Enterprise Technology (DET) and the STAR Program Office. Qualifications:

Qualified applicants will have experience developing, implementing, and overseeing procurement and purchasing practices, business relationship management (e.g. working with customers and businesses for inter-business activities, acting as point of contact, business liaison, or similar), and experience with policy development/implementation (e.g. providing input on policy recommendations to individuals or organizations, implementing policies and procedures for an organization, interpreting policies and procedures to advise managers, or similar). Applicants will also have experience utilizing Microsoft Office Products (Outlook, Excel, & Word) and procurement systems (e.g. VendorNet, WisBuy, or similar).

In addition, well-qualified applicants will have experience with personnel supervision and management and experience utilizing Enterprise Resource Planning (ERP) systems (e.g. PeopleSoft, or similar).

This position is responsible for directing, coordinating, planning, monitoring and evaluating the operational activities of all Sections and administrative support staff and the functions required to meet all bureau operational and programmatic priorities, goals, and objectives. This includes the areas of human resources, fiscal, space and telecommunications, IT, and administrative support as well as providing expertise and coordination of policy development and implementation, project management, and other services required for the effective and efficient management of the bureau. This position provides strategic leadership over the areas of pharmacy, acute care benefits including behavioral health and SUD benefits, acute care managed care policy and contracts, acute care quality planning and E-health, and Medicaid state plan oversight. DMS is responsible for administering major programs (acute and long-term care Medicaid services and FoodShare) making it one of the most complex Divisions in state government, affecting 45,000 health care providers and over 1.2 million Wisconsin residents and a budget of approximately $10 billion. The program directly affects the states largest industry, health care. The Bureau Director must represent all units interests and performance at the Divisional level and with State, Regional and Central Offices of the Centers for Medicare and Medicaid Services (CMS). Qualifications: Minimum qualifications: Experience formally supervising and managing staff. Experience with policy development and analysis, including tasks such as planning, administering, and evaluating operational policies for program implementation. Experience managing contracts, including tasks such as negotiating or monitoring. Excellent written and oral communication skills.
