Deputy Director, Program Management
FHI 360 seeks a qualified candidate for the position of Deputy Director, Program Management for an upcoming USAID-funded global project, Meeting Targets and Maintaining Epidemic Control (TMEC). TMEC is designed to address HIV prevention, care, and treatment gaps across the clinical cascade, with a focus on services for key populations, men, women, and families through technical assistance (TA) extension and field support.
Availability of position is contingent upon funding and approval of key personnel by donor.
The Deputy Director, Project Management, will work hand-in-hand with the Project Director to provide management leadership on the project. This may include, overall management of subawards with global and local partners, development and monitoring of workplans, programmatic reports and other contractual deliverables, and financial oversight and reporting to USAID. The Deputy Director will coordinate with the project team to ensure timely responsiveness of programmatic needs of USAID and its Missions.
Provides support to the overall leadership and management to programs, ensuring strategic program direction and compliance with organization policies and procedures and donor (USAID and PEPFAR) regulations.
Designs, manages, implements, and monitors systems, services, staff and budgets to achieve financial, administrative and programmatic goals.
Provides timely and accurate financial, programmatic reports and other contractual deliverables to company management and donors as required.
Leads work planning of new buy-in countries.
Reviews and submits all field support workplans and budgets to respective USAID Missions.
Works with technical staff to prepare and monitor approved budgets for assigned projects. Approves all significant expenditures relating to budgets.
Collaborates with the Deputy Director Strategic Information and Deputy Director Technical to ensure that program implementation is on time, within budget, and meeting objectives through the development of structured work plans and activity tracking plans.
Oversees the sub-contract and sub-grant cycle from pre-award to close- out including solicitation processes, pre-award, award, monitoring and close-out of sub-awards based on donor regulations, policies, and procedures.
Responds to issues that arise during sub-award/contract, and award program implementation including but not limited to financial reporting, issuing modifications, oversight of compliance with terms and conditions and resolution of disputes, and resolving audit (financial and/or general performance) findings.
Serves on project Senior Management Team.
Supervises the program management team and selected field project directors, and liaises with all field project teams to monitor project implementation and ensure performance as per workplan.
All other duties as assigned.
Bachelor's degree or its international equivalent in Business, Public Health or related field. Master's degree or its international equivalent preferred.
Minimum of 8 years of progressively responsible international development program management experience supporting USAID-and other globally funded projects preferably PEPFAR-funded and experience supervising staff.
Minimum of 5 years professional experience working on PEPFAR-funded projects.
Demonstrated experience in managing complex projects that are strategic in nature and international in scope, preferably in an INGO setting.
Demonstrated expertise in USAID project processes, procedures, rules and regulations, including for negotiation and management of sub-awards.
Articulate, professional and able to communicate in a clear, positive manner with staff in a matrixed organization, partners, funders, and other key stakeholders.
Ability to work independently with initiative and flexibility to manage high volume work flow and concurrent activities/deliverables.
Excellent problem solving and relationship management skills to be able to successfully negotiate satisfactory solutions with a range of local, national, and global stakeholders.
Maturity and ability to maintain composure under stressful situations and tight deadlines.
Proven record managing partner contributions, providing operational technical assistance and guidance as needed to build their capacity and to ensure their optimal participation in the project.
Microsoft Office fluency
Travel Requirement- More than 20%.
