Mission of Role/Position Summary
Be part of a team of knowledgeable, compassionate, and helpful allies for our clients. This position will support the Technical Services Division’s portfolio of projects as the Deputy Director Planning & Human Services and Grant Services. Deputy Director of Planning & Human Services and Grant Services is a senior staff position and will be responsible for assisting the Director of Technical Services Division with all matters related to these business sectors. The Deputy Director will be guided in all activities by ACDC’s Corporate Values Platform.
Tasks, Duties, and Responsibilities
- Co-lead all Planning & Human Services and Grant Services Business Sectors efforts.
- Maintain a clear understanding of policy developments relevant to all ACDC Technical Services projects and clients.
- Manage the Planning & Human Services and Grant Services Business Sectors to ensure project multipliers, utilization, and allocation goals are achieved/met.
- Draft and manage Continuity of Operations Plans or Continuity of Government (COG) Plans.
- Manage, develop, and grow the Technical Services team in all areas of performance management.
- Assist in business development proposal development and review as needed based on subject-matter expertise.
- Assist in the creation, updates, and distribution of ACDC marketing materials and capabilities statements.
- Responsible for ongoing divisional business sectors business development plans, goals, and relationships.
- Co-lead research and planning strategies.
- Create plans and policies (e.g., all-hazards, recovery, etc.).
- Assist with training and exercises.
- Address the division’s essential services and lines of succession pertaining to the ACDC business continuity plan.
- Assist all divisions in direct client support and deliverables, as needed.
- Attend meetings and conference calls with clients.
- Assist in development of program and client strategies.
- Participate in deployment teams to assist clients in emergency situations and/or activations.
- Pursue trainings, credentials, and development opportunities.
- Perform other duties as assigned.
Knowledge, Skills, and Abilities
- Strong supervisory and negotiation skills.
- Advanced knowledge of the principles, practices, problems, and techniques of organizing, planning, and coordinating municipal emergency management programs.
- Advanced knowledge of significant developments, policies and trends in the Technical Services business unit.
- Advanced knowledge of project management principles and practices.
- Skill in managing grant programs, including application development and financial activities.
- Ability to maintain a high level of confidentiality with discretionary knowledge.
- Ability to simultaneously manage and prioritize many tasks and projects and communicate effectively to a broad range of audiences.
- Ability to prepare and deliver visually appealing written reports, public presentations, and recommendations.
- Proven track record of meeting goals and driving business results through team leadership.
- Proficient with Microsoft Office applications, including Word, Excel, and PowerPoint.
Requirements
Preferred Experience and Education
- 5+ years of progressively responsible experience in a managerial capacity that directly correlates to this position.
- American Institute of Certified Planners (AICP) certification.
- Project Management Professional (PMP) certification.
- Business Development experience preferred.
Required Experience and Education
- Bachelor’s degree in planning, emergency management planning, business administration, or related field.
- Years of experience can substitute for education requirement on a year for year basis on top of the requirement.
- 8+ years of emergency management experience in Technical Services.
- 2 - 5 years minimum experience of direct people leadership in a related position.
- 2 - 5 years minimum experience managing complex Technical Services projects.
Supervisory Responsibilities
- The Deputy Director for Planning & Human Services ang Grant Services has direct supervisory responsibility as outlined in the company organization chart for the said business service lines.
Expected Hours of Work
- Schedule may vary and require work on evenings and weekends and dependability and punctuality are paramount.
Travel Requirements
- Up to 50% travel is possible for this position.
Physical Requirements
- May require sitting or standing for hours at a time.
- Ability to work at a computer for long periods of time if needed.
- Mobility around client sites necessary.
- Ability to lift up to 30 lbs. repetitively throughout the day and as needed.
Work Environment
- Home Office unless required to attend meetings at a client site or deployed to a client site.
- Deployment may require work in austere locations and various weather conditions.
- All ACDC positions are remote work site positions with the home location agreed upon at time of hire.
- All ACDC positions require travel to client sites or for emergency activations/deployments, as requested by leadership.
Additional Qualifications
- Master's degree or bachelor’s degree with 8 years' experience in planning, emergency management, business development, information technology, business administration, or related field is a plus.
- Must be 18 years of age or older.
- Must pass background check upon offer of employment.
